About us

Fines and Enforcement Services (FES) is a business unit within the Department of Justice and Community Safety responsible for managing the end-to-end infringements system and processes in Victoria.

The Corporate Services function supports FES and its core operations, including monitoring and administering road safety fines, civil compliance fines and court fines. It manages revenue recognition and debt collection across various state agencies and courts. It is responsible for budget and business unit reporting, business services support, managing the accounting functions and cash management relating to the infringement management system.

About the role

The role of a Finance Officer includes:

• Supporting the Finance function and the Finance Team Lead in meeting its financial reporting and governance obligations. This includes accounting deliverables, budget and forecasting and assists with financial transactional analysis to enable accurate and timely accounting and departmental reporting for FES
• Providing financial support to the FES Finance team to ensure that FES meets its financial and management reporting obligations.
• Liaising with key FES and DJCS stakeholders to provide timely financial information with regard to FES banking and cash management including financial information as required to support external agencies reporting.
• Monitoring and report on FES revenue, collections, bad debt, provisioning for doubtful debt and debt held by FES.

About you

As our ideal candidate you will possess:

• Strong numerical skills, and experience in budgeting and financial accounting and reporting
• Demonstrated knowledge of Government financial processes and procedures; accrual accounting, financial and management reporting and financial management systems
• Experience in processing entries and ongoing maintenance of a general ledger/debt including ledger/debt/banking reconciliations
• Experience in developing and maintaining budgeting and reporting systems. The use of Oracle/Axiom would be an advantage
• Ability to work well with others during conversations, projects, meetings and other collaborations through communication and active listening
• Ability to apply critical thinking to determine the source of a problem and seek a resolution through policy or process guidelines whilst

Qualifications

• Finance or accounting qualification and/or relevant experience would be highly regarded.
