The position of Senior Finance Analyst forms a part of the Resources branch of the Rural and Regional Victoria group.

The Rural and Regional Victoria group ensures rural and regional communities and economies are vibrant, thriving and inclusive. We do this by working with communities and businesses to develop policies and programs that target job creation, infrastructure, regional planning, resources development and investment attraction. We aim to build on rural and regional Victoria’s existing strengths as its communities and economies continually change. We work with our partners and across government to improve the social and economic wellbeing of rural and regional Victorians for the benefit of the entire state. The Rural and Regional Victoria Group incorporates Regional Development Victoria, Resources Branch, the Latrobe Valley Authority, and the Rural and Regional Policy and Strategy Branch.

The Resources Branch develops policy, programs and regulation to enable investment and generate jobs through the sustainable development of the State’s earth resources, including extractives, minerals and petroleum.

The Senior Finance Analyst is responsible for conducting a wide range of financial analytical functions to enable the delivery of Earth Resources Regulation’s regulatory responsibilities and activities, including the preparation of complex financial analysis, unit budgets and monthly management reports and the provision of high-level advice to managers and staff on trends and developments within the business. Reporting to the Business Manager, Earth Resources Regulation, the key accountabilities include:

• Lead the preparation of branch budgets and monthly management reports, maintain forward estimates, and monitor revenue and expenditure with an emphasis on accuracy, quality and timeliness, in line with recognised accounting standards.
• Undertake complex analysis and prepare briefings and business advice to managers and staff on trends, developments and issues in the business, often under time constraints.
• Undertake a range of business processes as they relate to revenue estimates, asset management, expenditure management, procurement and information systems.
• Liaise with the Office of the Head, Resources and relevant Corporate Services Group staff to understand and meet corporate requirements, including representing Earth Resources Regulation at key forums within the department.
• Actively participate in team projects addressing key branch/unit issues, leading on these where appropriate.
• Deliver high-quality work on time with a professional attitude and help foster a culture of excellence, responsiveness and flexibility.
