The Department of Health and Social Care is a Ministerial Department, supported by 29 agencies and public bodies. We support ministers in leading the nation’s health and social care to help people live more independent, healthier lives for longer.

This is an exciting time to join a large dynamic finance function in managing one of the largest budgets in government.

This role is within the Operations Financial Service Centre, part of the Department’s Accounts and Operations branch. The post holder will predominately be based in Leeds and responsible for a number of key areas including Transparency reporting, DHSC travel and the auditing of Supplier accounts. The postholder will be expected to provide support across the team for example EPC (electronic payment cards).

The post holder will be expected to be involved in a number of business-critical improvement work streams and may be required to carry out other duties within the scope of the grade and within the limits of their skill, competence and training. Full training will be given. There are opportunities for learning and development within the Department such as finance and accounting qualifications.

Responsibilities

The successful candidate will be accountable to the Section Head, in the Operations Financial Service Centre. They will be responsible for a range of issues which may include the following:

• Publish Transparency reporting: Payments over £25k, EPC over £500 and SCS Business expenses. Including extracting the data, preparing the report, provide it to the wider business, liaising with them to identify/resolve issues and publish the report

• Administer the travel contracts for hotels, flights and trains to deliver a good quality service to staff including setting up of new users, assisting with bookings, training users on the system and cleansing the users on a quarterly basis

• Pay the travel provider invoices and complete the monthly reconciliations and associated journals

• Lead on projects to deliver new travel and finance initiatives

• Design, prepare and issue reports relating to travel usage and FOI requests. Liaise with stakeholders to verify and approve the data

• Ensure that DH policies and procedures are adhered to through regular audits of data, controls and promotion of the policies and procedures

• Become an expert in own work area, represent the Department of Health at meetings, and advise and challenge on the implications of any options/decisions

• Action and distribute the incoming post and handle the incoming phone calls to the travel team

• Manage the Departments travel mailbox on a daily basis and ensure that queries are answered or signposted to the relevant area within 24 hours of receipt, or escalate to line manager

• Be visible to staff and stakeholders; regularly undertake activities to engage and build working relationships with people relevant to work area

• Work on time limited projects across the finance function and support the business

• Provide support and cover across the service centre as required

Key requirements

The successful candidate will be able to demonstrate:

• Reporting and data experience

• Experience of travel booking processes

• Experience of auditing transitions and processes

• An established track record of working in a fast moving financial area with the ability to work flexibly and adapt, to changing priorities

• Excellent interpersonal skills including the ability to communicate effectively (written and verbally) with staff and stakeholders at all levels

• Good organisational skills and a proven ability to plan and manage competing priorities

• Ability to work independently and demonstrate critical thinking

• Good level of IT literacy, including good working knowledge of Excel

• A strong attention to detail

• Good customer service and written/verbal communication skills

The following are preferable but not essential for the role:

• Experience of working within the financial environment of the public sector

• Experience of Microsoft D365 system
