Primary Objective
Lead Finance Services in the delivery of quality and cost effective enterprise finance services to client agencies through timely and
professional delivery of Accounts Payable and Receivables, Asset and Ledger Services, Banking and Credit Cards and Taxation
Services.
Key Duties and Responsibilities
1. Provide strategic leadership and direction to Finance Services in delivering a quality and cost effective service to clients.
2. Provide leadership and advice regarding development of new policy, procedures and systems relating to the provision of
finance services relevant to a shared services environment
3. Lead or participate in project teams involved in developing or enhancing processes and systems relevant to finance services
4. Contribute to the development of government accounting policy and practice by participating in inter-agency committees and
forums as appropriate.
5. Establish and foster a culture of continuous improvement, through contemporary management practices with a focus on
improving effectiveness and outcomes through a high level or professionalism and innovation across Finance Services
6. Monitor and report against agreed performance indicators to ensure service standards are consistently meeting the needs and
expectations of government.
7. Lead, manage and coordinate the business planning, reform and budgeting processes of the section to ensure strategic
objectives and operational requirements are achieved.
8. Establish and maintain effective working relationships with senior managers and stakeholders across Government and external
stakeholders
Selection Criteria
Essential
1. Demonstrated extensive senior management experience with leadership skills that foster a constructive workplace culture,
inspire and motivate a sense of purpose and enable staff to deliver client focussed services and achieving required outcomes.
2. Extensive, up to date knowledge of accounting principles, practices and standards and financial management and accountability
practices and the ability to apply public sector financial legislation.
3. Demonstrated high level of interpersonal and communication skills, including negotiation, written communication, conflict-
resolution and problem-solving abilities coupled with the ability to develop and maintain effective relationships with internal
and external stakeholders.
4. Proven ability to meet deadlines and achieve results through leadership, building team capacity and responsiveness.
5. Demonstrated ability to maintain high-level personal performance including the ability to manage pressure and drive change
in an environment of continuous improvement.
6. Demonstrated work ethic and attitude which emulates DCDD values of being professional, accountable, honest respectful and
innovative

1. Degree qualifications in accounting, commerce or business and membership of relevant professional accounting body.
