The Department for Work and Pensions (DWP) is responsible for welfare, pensions and child maintenance policy. The Head of Security Education and Awareness role sits within the Security and Data Protection (S&DP) Directorate. The post holder will play a key role leading the delivery of the Security Education & Awareness (SEA) programme and campaigns. The SEA programme is responsible for providing advice and guidance on all aspects of security to DWP colleagues.

The post holder will lead an energetic and enthusiastic team comprised of permanent staff and contingent labour located in a number of different hubs across the country.

The post holder will lead the Security Education and Awareness (SEA) programme within DWP. They will help keep DWP protected against security and data protection risks to our services, information, premises, customers and colleagues.

The main purpose of this role is to drive and promote positive security behaviours across DWP, building partnerships to ensure SEA activity is insight- and data driven and responsive to risk and threats. You will lead a multi-disciplinary approach comprising of campaigns, e-learning, other behaviour change products and interventions, and the advice services of the portal, chatbot and Security Advice Centre. Your aim is to improve and embed a strong security culture, alongside a responsive and effective security advice and guidance function.

Responsibilities

• Lead activity to deliver and assure the SEA programme across DWP, and ensure that the overall work programme is delivered to appropriate professional standards, within budget and to timescales.
• Oversee the governance of the SEA programme through chairing of and representation at appropriate forums.
• Oversee the procurement, implementation and management of new, innovative digital platforms and products that improve the delivery of Security Education and Awareness within DWP where appropriate and/or work in partnership with other areas of DWP to embed SEA within their platforms and products.
• Lead the establishment and maintenance of positive vendor and stakeholder relationships to ensure new technologies and products are embedded as business as usual activities with effective governance, budgetary management, evaluation and compliance regimes in place as appropriate.
• Lead the relationship with the pan-Government SEA Centre of Excellence (SEACOE) to ensure DWP SEA utilises and shares best practice and to ensure value for money.
• Lead the creation, review, delivery and championing of the SEA Strategy which is aligned to key DWP and pan-Government objectives.
• Collaborate with and influence senior managers across DWP business areas to gain top down buy in for SEA activities across DWP.
• Lead the SEA function and manage and influence virtual teams across organisational boundaries in a fast-paced change environment.
• Demonstrate leadership by applying a consistent vision, energy and drive that motivates the team to meet business objectives, setting them in the context of wider security and Departmental objectives.
• Create and champion an environment of continuous improvement across the team, where learning from feedback, security risks, events, incidents, investigations and trends becomes integral to business design and processes.

Essential criteria:

• Experience influencing organisational culture and behaviours in a large organisation.
• Experience of budgetary, risk and/or project management, with the ability to manage and maintain a complex programme of initiatives.
• Ability to gather and use data to evaluate and improve performance.
• Experience of building strong working relationships with senior stakeholders and influencing strategic direction.
• Experience in coaching and developing staff to grow capability and ensure team members are equipped with the skills and knowledge to effectively undertake their job roles.
• Experience of setting direction and meeting strategic objectives through the development of high level strategies and plans aligned to business objectives.
