Summary

The HR Service Delivery Manager oversees a small, effective customer focussed HR Administration Team. Working to and supporting the HR Strategic Partner: Operations, you will ensure that Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) are met, that SCTS policies are adhered to and you will play an integral part in supporting the transformation and continued development of our People Systems. You will coach, support and motivate your team to maintain excellent customer service and to develop as individuals. You will be given support, coaching and direction to develop as a ‘second-line/ tactical’ manager in this role.

Job description

Service Delivery

• Support and advice to the business and HR colleagues on people systems, administration issues and pensions
• Manage the HR Administration function and team of 1 HR Officer (direct report) and 4 HR Administrators
• Monitor performance against HRU SLAs and KPIs
• Oversee HR Administration processes associated with the employee life cycle – ensuring compliance with statutory requirements/ employment legislation
• Assign clear process owners and effective work and query allocation & management, streamlined and automated work flows and customer focused forms and guidance
• Manage absence management & entitlement processes such as sickness, unpaid special leave, maternity, paternity, shared parental leave
• Work with HR colleagues and managers to resolve and learn from complex issues and complaints related to HR Service Delivery
• Support the HR Administration Team in managing the Time and Attendance system and processes such as annual leave year end
• Support implementation of annual exercises, such as Pay Award, support People (HR) Systems delivery, system upgrades and annual financial accounts
• Work with HR colleagues on regular reviews of SCTS terms and conditions ensuring all template letters and documentation issued by the HR Administration team are accurate, consistent and up to date with current policies and employment legislation
• Work with the Strategic Partner: HR Operations to manage HRU complement to support the approved SCTS organisational structure, headcount and budget
• Oversee the development, submission and analysis of information from people systems via appropriate reporting services as and when required

Team Leadership & Management

• Participate and contribute as part of the HR Operations Management Team to ensure the development, engagement and wellbeing of the HR Operations staff, adherence to SCTS policies and HRU governance and compliance processes, joint working and effective delivery;
• Carry out regular 1-1s with the HR Officer, oversee team huddles/ meetings, conduct staff performance reviews in accordance with SCTS guidance and timescales

Staff Development

• Lead and oversee the development of the HR Administration team – training, coaching, mentoring and developing staff
• Oversee the completion of personal development plans, role profiles and objectives to ensure alignment with HRU Business Plan and the People Strategy

Governance and Compliance

• Provide HR Senior Management Team with assurance that employer obligations associated with HR administration are managed effectively and comply with regulatory bodies
• Ensure implementation of HR governance strategy, systems & processes in HR Administration team. Working closely with other HR managers to maintain and update Asset Registers, annual planners and the HRU Business Continuity Management Plan

Communication

• Provide regular update to Strategic Partner: HR Operations on operational issues/concerns, team performance against projected plans or set targets and deadlines
• Manage and coordinate an effective communication flow between the HR Administration team and other HR teams, e.g., Recruitment, Payroll and HR – Employee Relations/ Business Advice and Organisational Development and Design
• Draft and arrange for the publication and communication of relevant information for staff and managers as outlined on the annual HR Communications Planner.
• Ensure that the HR Administration pages of the HRU Intranet are kept up to date and contain guidance and communications that are clear, concise and customer focused

Service Development

• Support the key stages of the People Systems Strategic Review and Upgrade involving input to future system requirements, solution selection, planning, managing and implementing change.
• Encourage a culture of continuous improvement within the HR Administration team through the updating of Process Maps and Standard Work Procedures (SWPs)
• Partner with PCS and operational colleagues and identify improvements to service provision to meet the needs of SCTS
• Support process improvement and policy development by taking forward regular reviews of HR Administration processes in a structured way to ensure best practice, reduce the cost of services, improve the customer experience and increase SCTS’ ability to comply with employer obligations.

• Comprehensive knowledge and understanding of HR and pensions administration, including pension auto enrolment legislation and processes
• Knowledge of maximising the use of people systems

Desirable

• Continuous professional development keeping up-to-date with employment legislation, new people management practices and statutory requirements specifically in relation to pensions and contracts of employment

Experience

Essential

• Experience in successfully coaching and managing teams
• Experience of developing and monitoring key performance indicators and people metrics that add value to operational decision making
• Experience of working in partnership with colleagues and stakeholders at all levels, to identify and share improvements to HR administration processes and systems and pensions service provision to meet the needs of the organisation
• Experience of participating in and supporting projects to improve performance, remove waste and focus on continuous process improvement

Desirable

Chartered Member of CIPD or evidence of professional development that maintains your technical expertise.
