HUMAN RESOURCES MANAGER

JOB DESCRIPTION SUMMARY:

The Human Resources Manager is responsible for supporting the Human Resource Department in overseeing several key agency functions such as employment, benefits, on-boarding, and employee relations. The Human Resources Manager assists in leading Human Resources procedural practices and goals to promote a culture of high-performance, empowerment, quality, solutions, and high standards throughout the agency. This position requires a significant level of confidentiality, professionalism, attention to detail and ability to develop positive relationships.

ESSENTIAL FUNCTIONS:

• Oversees the Talent Acquisition Specialist and full cycle recruitment, conducts interviews, background checks and references if needed.
• Develop talent management strategies and practices.
• Work with the Training Manager and actively assists in development of strategy for all internal training curriculums.
• Actively participates in developing and delivering New Employee Orientation.
• Oversees the HR Assistant to ensure accuracy and compliance with pertinent regulations and standards for all new hire paperwork, employee files and training files.
• Benefit Administrator for all employee enrollments in Health benefits as well as managing open enrollment annually.
• Works directly with the HR Director and the insurance broker in annual re-enrollments.
• Maintains relationships with Program Managers regarding employee relations and investigations regarding performance, etc.
• Conducts investigations when employee complaints or concerns are brought forth.
• Makes recommendations to the HR Director pertaining to employee investigations.
• Helps develop and monitor an annual budget that includes HR recruitment, employee recognition, community events support, and benefit administration.
• Facilitates performance improvement plans when needed.
• Ability to advise, coach and mentor managers with staff performance issues.
• Identifies opportunities for improvement and resolves problems with a sense of urgency.
• Maintain a high level of confidentiality regarding all HR matters.

OTHER RESPONSIBILITIES:

• Represent the HR department at internal meetings or public forums as directed such as Quarterly Team Leader Meetings, Regional meetings, etc.
• Oversee recruitment strategies and recaps.
• Assist with recruitment marketing efforts through social media, print ad and job boards.
• Assists with job ads.
• Ensure employee enrollment in benefits is done timely and accurately.
• Manages ACA compliance with the IRS standards.
• Facilitates terminations when needed.
• Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
• Conducts periodic surveys to measure employee satisfaction and employee engagement.
• Manages exit interview process and recaps addressed with HR Director.
• Knowledge of various employment laws and practices as well as experience working with a corporate employment law attorney preferred.
• Assist with Policy and Procedure implementation and training.
• Assist HR Director with all other duties as assigned.

QUALIFICATIONS:

• B.A. /B.S. required.

• Minimum of a Bachelor’s degree or equivalent in Human Resources, Business, or Organization Development.
• Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred.
• Excellent Writing and Communication Skills.

Job Type: Full-time

Pay: $58,000.00 – $62,000.00 per year
