PRIMARY PURPOSE OF JOB

The Finance Manager is responsible for overseeing the finance and accounting functions of the organization. The position is responsible for streamlining financial and accounting processes and demonstrating leadership to improve company performance and growth of the business. This is a security sensitive position.

ESSENTIAL FUNCTIONS AND PERFORMANCE AREAS

• Prepare financial reports in accordance with the Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) and statutes.
• Oversees the Accounts Payables and Receivables staff and processes.
• Authorize and complete payment authorization to the Simple IRA Plan within acceptable Department of Labor and IRS guidelines.
• Monitor and review the payroll summaries to ensure funds have been allocated as needed to various agencies (i.e., payroll taxes, voluntary withholdings, etc.)
• Collaborate with the Human Resources Manager to ensure employee benefits costs are accurately reflected in the agency budget.
• Collaborate with the Human Resources Manager to complete compliance reports such as work comp annual reviews.
• Document and maintain complete and accurate supporting information for all financial transactions.
• Prepare all supporting information for the annual audit and work with auditors as needed.
• Ensure that assets are properly recorded, amortized, and disposed of as appropriate.
• Analyze, interpret, and review financial information and assess financial conditions.
• Establish guidelines for budget and forecast preparation, and prepare the annual budget in consultation with the Owner.
• Review and analyze financial reports on the evaluation of budget integrity, operating performance, and adequacy of systems and controls; ensure adequate disclosure in financial statements.
• Advise management on necessary internal control measures to ensure that the organization operates efficiently and effectively, develops reliable financial data, and complies with applicable laws and regulations.
• Develop and implement policies and procedures to ensure that financial information is secure and stored in compliance with current regulations.
• Able to work in a constant sate of alertness and secure manner.
• Perform other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

• Demonstrated strong leadership skills with a forward thinking, progressive, enterprising approach and proven ability to motivate self and others.
• Comprehensive knowledge of principles and practices of the Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP) methods.
• Proficiency with accounting software such as QuickBooks.
• Ability to produce accurate financial statements and maintain all financial records pursuant to the requirements for an annual audit and produce detailed financial reports.
• Ability to apply and adapt these established methods to guide and direct the organization’s accounting practices.
• Comprehensive knowledge of state and federal laws, rules, and regulations and the ability to oversee the expenditure and reporting of these as needed.
• Ability to research accounting issues and apply standards set by various entities.
• Ability to identify and recommend improvements in financial processes.
• Ability to identify potential abuse and neglect situations and follow protocol according to all applicable regulatory requirements.
• Ensure that all assigned tasks/projects are fully implemented and completed in a timely and professional manner.
• Experience working with Microsoft Office including proficiency in Word and Outlook and advanced knowledge of Excel.
• Strong attention to detail and ability to minimize errors in work.
• Strong verbal and written communication skills.
• Ability to exercise discretion and independent judgement within established parameters.
• Ability to work independently and utilize strong time management and planning skills to meet position deadlines.

E*DUCATION, TRAINING AND EXPERIENCE REQUIREMENTS*

• Bachelor’s Degree in accounting required. CPA, CMA or CGFM preferred.
• Have at least five years of financial and management experience with the day-to-day financial operations.

Job Type: Full-time

Pay: $60,000.00 – $80,000.00 per year
