ConnectLuton Hiring for Housing Manager at Luton Full Time

We have an exciting new project for a period of 6 months to review and develop the Housing Solutions and Temporary Teams. You will closely work with the department , be solution orientated to look at improving the service provided.

The following will be the key focus points for your role:

• Take stock on the outcomes produced from the homelessness review and sense check to ensure that they are appropriate for the circumstances
• Consult on the new structure and implement
• Including drafting of job descriptions and specifications
• Put effective governance arrangements around the action plan and deliver, transitioning to business as usual
• Draft a Homelessness and Rough Sleeping Strategy and lead on the consultation
• Devise new operating model for the Housing Solutions and Temporary Accommodation Teams
• Draft new processes and procedures for the new operating model, in a prescribed format
• Draft new temporary accommodation procurement policy
• Lead on a review of the Allocations Policy

You will have worked previously within a Housing department in local authority and have a clear understanding of Homelessness Legislation and the following:

Detailed knowledge of the Homeless Reduction Act 2017, Housing Act 1996 part VII, Retaliatory Eviction & Deregulation Act 2015, Landlord and Tenant, asylum and immigration and related homelessness legislation/ Code of Guidance, statutory instruments, case law and council policies

Ability to interpret, untangle and apply legislation’s and policies.

Able to maintain up to date knowledge of legislation, guidance and case law

Knowledge of Family law, Children’s Act, Housing and welfare benefits, Care Act and other related legislation and be able to demonstrable experience working with and issuing decisions under the homelessness legislation i.e. Homeless Reduction Act 2017, Housing Act 1996, 2002, Retaliatory Eviction & Deregulation Act 2015, Localism Act 2011 and related legislation.

Ideally you will have managed a team within Housing and have 2 years of experience where you can evidence the improvements and changes you have made.
