Connect2Luton are excited to recruit a Senior Traffic Engineer on behalf of Luton Borough council within their Public Realm department.

Purpose of position:

To support the Engineering Delivery Team Leader by being the Council’s specialist leading on traffic management and safety engineering within the Borough. To lead on the development of the Council’s Integrated Transport capital programme, carry out investigation of road accidents to identify target areas for action throughout Luton and to oversee the design, safety audit and implementation of local safety and traffic management schemes across the Borough.

PRINCIPAL RESPONSIBILITIES:

• Develop a programme for the Integrated Transport programme by carrying out assessments and preliminary investigations, feasibility studies into schemes/projects, carry out consultations and formulate briefs for implementation by in-house or external groups/consultants/contractors. Monitor progress through to delivery and liaise with other officers of the Council to ensure high quality schemes are delivered on time, within budget and in compliance with legislative requirements.
• Respond to correspondence/enquires, attend site visits and meetings with Members of Parliament, Councillors, consultants, partnership organisations, the public and interest groups. Preparation of documents/plans and provision of data as necessary.
• Analyse and evaluate data, producing complex information and detailed reports on crash and casualty levels. Produce drawings and schedules for Local Safety Schemes.
• Assess and prioritise schemes for the Councils programme for engineering work in accordance with funding available from the Local Transport Plan, Integrated Transport Settlement and the Councils Capital and Revenue allocations.
• Responsible for the management, development, performance and resources of Engineers, Technicians and Trainees.
• Manage, develop and provide a safety audit programme to include conducting individual safety audits of highway improvement and traffic management schemes, write reports recommending improvements/actions where appropriate and developing policies.
• Prepare and write committee reports, briefing notes and technical drawings in connection with traffic and highway issues.
• Represent the Department and Council at local, regional and national level, as required.

Skills and Experiences

• Substantial experience in traffic management, traffic engineering, road safety and/or safety audit where initiative and autonomy are required.
• Substantial experience of project management.
• In-depth experience of budget monitoring and forecasting and successful bidding for external funding
• Demonstrable experience in using specialist traffic engineering and road safety computer programmes such as AutoCad, KeyAccidents and
• Substantial communications skills to: deal tactfully with enquiries and complaints from public, give advice; consult and negotiate with others, both internal and external to Council; present and explain complex issues to target audiences of various types and abilities through presentation and written reports.
• Able to use word-processors, database and spreadsheet packages to generate reports and graphical information including specialist traffic and road safety applications.
• Able to draft Committee reports in respect of Road Safety Engineering.
• Able to lead and motivate a small team to achieve agreed objectives.
• Demonstrable knowledge and understanding of equality issues and legislation – able to integrate equality policies into plans, strategies, service delivery and employment practices.
• Demonstrable knowledge of legislation, guidelines and best practice in relation to all aspects of traffic management road safety and accident reduction.
• Demonstrable knowledge of the Road Safety audit process.
• Demonstrable knowledge of highway signing regulations.
• Demonstrable knowledge of relevant Health and Safety regulations.
• Incorporated Civil Engineer, Member of IHT or equivalent.
• Trained in Road Safety Engineering Accident Investigation and Prevention.
• Able to visit many sites throughout and outside the Borough on a daily basis.
• Able to attend meetings outside normal working hours as required.
