Community College of Philadelphia Hiring for Assistant Controller at Pennsylvania, United States Full Time

General Description

Under the direction of the Associate Vice President of Accounting
and Controller, the Assistant Controller is responsible for
effective management of all aspects of accounting and financial
reporting for the College. Responsibilities include general and
grant accounting of the College and its components including the
Foundation, preparing the annual financial statements and notes,
coordinating all accounting functions of general ledger, long-term
bonds, fixed assets, and cash management. The Assistant Controller
assists the Controller with monitoring and facilitating financial
compliance with external funding source regulations and current
accounting standards. The Assistant Controller handles a variety of
day-to-day accounting responsibilities including preparing reports
and performing analysis, maintaining the fixed asset accounting,
debt service, bond proceeds analysis and leasing schedules.

Specific Responsibilities

• Assist the AVP for Accounting & Controller in providing
  leadership to staff in the Controller’s Office giving direction and
  guidance on daily operating matters, reviewing staff productivity,
  and mentoring staff to ensure high quality accounting and financial
  reporting.

• Provide oversight of general accounting and grant accounting of
  the College and components of the College including the Foundation;
  advising the AVP of Accounting and Controller on accounting and
  operational matters. Monitor and initiate actions to help ensure
  institutional financial compliance with the requirements associated
  with federal, state and private-source grants received by the
  College.

• Manages and coordinates the year-end closing process and the
  preparation of the College’s annual financial statements including
  related footnotes.

• Prepare various financial reports and assist with inquiries
  from the City, State and other governmental agencies.

• Prepare quarterly reports for CCP Development, LLC and New
  Market Tax Credits.

• Prepare IPEDS reports and other reports and surveys in
  coordination with Institutional Research and other offices.

• Provide oversight of general accounting functions such as
  monthly reconciliations and analysis of variances.

• Oversight of Accounts Receivables, student refunds and 1098-T
  reporting.

• Prepare for internal and external audits. Participates as a
  member of the College team overseeing and coordinating financial
  audits. Assist with program reviews of grants by outside agencies
  as needed.

• Review, maintain, and record all College debt service payments,
  Capital Leases and amortization schedules.

• Review, monitor and maintain fixed asset acquisitions to ensure
  all assets are recorded at the proper cost, required useful lives
  and properly depreciated thru the Banner Fixed asset module.

• Ensure fixed asset inventories are maintained on all college
  properties.

• Coordinate the year-end systematic closing setup and processing
  for the fixed asset module.

• Responsible for various accounting processes including
  construction-in-process activity monitoring and reporting; journal
  entries, analysis and reconciliation of the general ledger system
  and fixed asset modules.

• Capital asset reporting responsibilities including quarterly
  reconciliation, adjusting and consolidating entries, audit
  schedules, annual footnote and disclosure items, monitor and review
  usage of Plant funds.

• Review and update documented accounting processes and
  procedures within the Controller’s office as assigned.

• Review and prepare journal entries.

• Monitor on a daily basis the cash levels and project liquidity
  needs. Monitor scheduled appropriations, reimbursements, drawdowns,
  bond payments and other operating payments.

• Other duties as assigned.

Minimum Qualifications

• Bachelor’s degree in accounting, finance or related field
  required. Any and all degree(s) must be from a recognized
  institutional accreditor.

• Minimum of five (5) years of experience in accounting,
  financial statements preparation, cash management and/or other
  directly relevant experience required.

• Experience running the Banner Finance systems desired.

• Demonstrated proficiency managing Fixed Assets and Physical
  Inventories required.

• Superior organizational, problem solving and communication
  skills required.

• Skill and diplomacy in meeting and dealing with a variety of
  constituents, both internal and external required.

• Demonstrated experience managing multiple projects concurrently
  under deadline pressure and changing priorities required.

• Ability to deliver quality customer services to both internal
  and external constituents in a professional, helpful and courteous
  manner required. An understanding of, and sensitivity to, the
  diverse academic, socioeconomic, cultural and ethnic backgrounds of
  community college staff and students required.

Preferred Qualifications

• Previous accounting experience within higher education or
  not-for-profit environment preferred.
