Job Summary: The VP, Early Education is responsible for leading a large team of early childhood education staff (over 100) across multiple sites and managing an annual budget of over $12 million from federal, state, county, and private sources that currently serves over 500 children of low income (and pre-pandemic served almost 1,000).
The individual leads by example, representing the agency internally as part of the Executive Team and working externally as an early childhood advocate for the agencys services, whole family approach, and high-quality ECE program. The agencys ECE work as a Head Start/Early Head Start grantee in Marin County and CDE/CDSS state contractor aligns with the highest of performance standards.
The VP is responsible for identifying resources to grow capacity and scale to meet community needs, as well as for building and promoting community partnerships and strategic alliances in service to Community Action Marins mission.
The VP directly supports and promotes values-driven, high-quality early education and best practices to ensure efficiency, sustainability, a learning orientation, and accountability throughout the agency. The VP directly manages four directors: Early Education, ERSEA, Family Services, and Program Operations.
Primary Responsibilities
Lead a team of early childhood education professionals with purpose and integrity across 0-3, preschool, and school-age care in support of children and families across Marin County.
Provide expertise to ensure excellence in Early Head Start, Infant/Toddler, and Family Childcare Network (0-3), in preschool (Head Start and state-subsidized CSPP), and in school-age (CCTR) care that is of the highest quality and meets or exceeds all state and federal requirements.
Responsible for directing the development and implementation of short- and long-term plans, goals, and objectives across the early education team aligned with the agencys strategic plan to achieve meaningful outcomes for children and families across generations.
Partner with executive leadership, program teams, and parents (Policy Council) to ensure cross-agency alignment and collaboration with regard to high-quality service delivery, program development, and external partnerships.
Lead work with directors and holds the team accountable for monitoring, reporting, and evaluating program outcomes to meet funding and compliance requirements, in addition to measurable goals established by the agency.
Partner with executive leadership and the finance team to best support the fiscal integrity of all program operations, consistent with applicable legal, contractual, and funder requirements; work on the development, monitoring and evaluation of budgets.
Support a strong relationship with Service Employees International Union (SEIU) staff (~50 members) and partners with HR, Finance, and the CEO to address issues that affect compensation, benefits, and working conditions.
Work with all agency leadership to create processes, systems, and protocols that ensure that enrolled and waitlisted families have access to needed services and timely referrals.
Partner with the finance and development teams to strengthen service delivery and high-quality program offerings by best leveraging government and private sources.
Partner with school districts to inform educational equity efforts in Marin County and improve kindergarten readiness for those we assist.
Advocate alongside agency leadership in relevant forums for priority ECE policies, funding, and services for children and families.
Ensure the maintenance of all agency facilities to meet childcare licensing requirements and priority needs; partner with agency operations to oversee building leases and act as the agencys point of contact with landlords.

Qualifications
BA Degree in Early Childhood Education or a related field required; advanced degree preferred.
Minimum 5 years of prior administrative and management experience with early childhood development programs.
Proficiency in Spanish strongly desired.
Direct experience in running state-funded early childhood development and/or federal Head Start programs.
Possess or qualify to apply for a CA Department of Education Child Development Program Director permit; knowledge of state child development licensing rules and regulations.
Experience in budget development and fiscal management; experience with federal, state, and private funding patterns and procedures.
Ability to communicate effectively in writing and orally to staff, parents, agency management, and Board of Directors and external organizations.
Understand the importance of data-driven decision making and direct experience with strategic planning initiatives.

Deep understanding and ability to articulate the role equity, inclusion, and diversity plays in our work.
