Summary/Objective:
CAC of Howard County is seeking a strong leader who intimately understands the link between standards, curriculum, and assessment to serve as Education Coordinator. The Education Coordinator leads the development, implementation, and monitoring of the Early Childhood Education (ECE) Program’s School Readiness Goals and Education Program Goals in accordance with the Head Start Program Performance Standards, the Maryland Office of Child Care, and the Maryland State Department of Education. Additionally, the Education Coordinator designs and delivers the professional development training for all education staff, works cooperatively with ECE specialists and coordinators, monitors the fidelity and completion of mandated assessments, and maintains an effective record-keeping and reporting system to ensure the program’s accountability in meeting child outcome goals.
Essential Functions:
School Readiness and Program Goals:
· Oversees the development, implementation and execution of the School Readiness Goals and Education Program Goals.
· Establishes and monitors program-wide systems of operations that ensure program quality and compliance with the Head Start Program Performance Standards and the Maryland State Department of Education’s Maryland Early Learning Standards.
· Ensures student and teach observation is valid and collected with fidelity.
· Develops reports for grantors and governing bodies representing education data trends.
Curriculum & Instruction:
· Implements research-based, program-wide, year-round educational curriculum.
· Oversees the successful implementation of the curriculum and the companion assessment tool.
· Monitors and completes education milestones on the school year cycle calendar.
· Validates the reliability and validity of the Quarterly Assessment data results.
· Oversees the collection, analysis, and distribution of quarterly checkpoint assessment data.
· Utilizes technology to visually represent data in a dashboard format.
· Knowledge of and ability to monitor NAEYC, MSDE, and MD EXCELS accreditation.
Quality Assurance: Evaluation and Assessment
· Ensures education staff meets education and licensing requirements as mandated by the Head Start Performance Standards, the Maryland Office of Child Care (OCC), and Maryland State Department of Education (MSDE) certification requirements.
· Leads all monitoring processes as designated by Director of Education.
· Monitors and participates with the Center Managers in the CLASS assessment of education staff bi-annually.
· Participates in site visits, classrooms observations, and work groups to assess program needs and planning strategies for system/process improvement and/or development of early childhood education.
Training and Technical Assistance/ Record Keeping and Reporting:
· Monitors all staff training records.
· Oversees the Center Managers implementation of the professional development plan for educational staff.
· Develops Head Start professional development calendar and its implementation by the Center Managers.
Supervision:
· Leads the hiring team for teaching staff and Center Managers.
· Supervises Center Managers.
· Oversees the before and after care program.
· Evaluates the performance of Center Managers and assures implementation and execution of high quality early educational program based on state and federal performance standards and the approved curriculum.
· Assures adherence to Agency’s policies and procedures provides guidance and implements corrective action as appropriate.
General Responsibilities:
· Presents as a positive role model and maintains the highest level of professional and ethical behavior throughout interactions with both internal and external customers.
· Develops, attends, and participates in in-service training, staff meetings and other activities to facilitate professional development.
· Works cooperatively with others including all staff, supervisors, administrators, co-workers, community professionals, clients, vendors, and the public.
· Follows instructions and abides by Agency policies and procedures.
· Assumes other duties, responsibilities, and special projects as needed.
Secondary Functions:
· Works cooperatively and effectively with Agency volunteers maximizing the volunteers’ experience while meeting the needs of the programs.
Education, Experience, and Knowledge:
· Bachelor’s Degree in early childhood education.
· Five years early childhood education teaching experience.
· Minimum of two years of supervisory experience.
· Two years of experience with the development of adult training and workshops.
· Demonstrated knowledge of curriculum development and implementation based on sound principles of child development.
· Holds a valid Maryland driver’s license.
· Required to use own vehicle to fulfill job relates responsibilities.
