The salary range for this position is $99,661.54 – $129,560.00 annually. All compensation offers are analyzed individually and take into consideration multiple factors including but not limited to years of experience and educational background.

Position Overview

The Civil Engineer is responsible for the planning, budgeting, permitting, design, and construction of Clifton Water Districts’ water distribution and transmission system with significant input on the expansion and rehabilitation of the system. While working with District staff to optimize the water distribution system to improve water quality, pressures within each zone, fire flows, storage reservoirs, pump stations, and long-term buildout of the system.

Essential Duties and Responsibilities

• Ability to provide project leadership to include time management, project costs, and project schedules that include negotiating project scope of services and fee schedules.
• Ability to oversee project planning; permitting; project plan and specification development; invoicing; construction management; and construction inspection activities.
• Ability to host construction management meetings; pre-bid and pre-construction conferences; and completing periodic field inspections, change orders, and invoicing.
• Manage consultant and contractor contracts.
• Ability to lead and assist Engineering Development Review in defining development requirements based on governing codes and criteria, review hydraulic/utility s, and plan for the expansion of the Districts collections systems.
• Perform technical research; review work products or completed construction; evaluate alternatives; and provide reliable recommendations and advice in order to move projects forward.
• Present projects and work products to coworkers, the Board of Directors, or at public meetings.
• Communicate clearly in written and verbal formats.
• Work effectively with coworkers, the board of directors, consultants, governmental agencies, contractors, and the general public to achieve the District’s objectives.
• Respond to requests for information and engineering assistance from coworkers, other departments, governmental agencies, or the general public.
• Complete other tasks as assigned.

Qualifications

• Experience: Three or more years of similar or related experience in the design, construction, and oversight of water projects that includes knowledge of the materials, design methods, and construction techniques used in the design, or a combination of education and experience.
• Education: Bachelor of Science in Environmental, Civil Engineering, or related field required, Masters of Science degree preferred.
• Required Knowledge: GIS, hydraulic modeling software, AutoCAD, and Microsoft products. Knowledge of environmental permitting requirements including the National Environmental Policy Act, Clean Water Act, and Colorado Department of Public Health and Environment.
• Required Licenses or Certifications: Licensed Professional Civil Engineer and valid driver’s license and good driving record.

• Subject to environmental working conditions both inside and outside.
• Subject to hazards includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, exposure or exposure to chemicals.
• Ability to apply logical or scientific thinking to a wide range of intellectual and practical problems. Able to deal with very difficult concepts and complex variables.
