Job Description

Cleveland-Cliffs Steel has an immediate opportunity for a Buyer in our Logistics Procurement department. This position requires strong comprehensive and analytic aptitude due to its strong emphasis on reviewing and understanding contracts.

This position can be located at our facility in West Chester, Ohio, Cleveland, Ohio or Novi, Michigan.

Summary of Responsibilities :

• Review and understand contracts and be able to prepare detailed executive summaries for management approval
• Support development and implementation of cost-effective procurement strategies for services
• Cover sourcing requests for services in a timely manner and work closely with requestors to determine requirements, evaluate alternatives, seek management approvals, and implement
• Support rate negotiations and bids, administration of pricing documents and contracts including :
• Perform detailed price, cost, mode and competitive analysis on services to achieve lowest total cost
• Review and interpret proposals, pricing documents and contracts; check for accuracy, proofread and edit documents
• Facilitate approval and signature process, enter key information into Cliffs systems
• Record, monitor and notify parties of important dates (expirations, notifications, rebates, renewal dates, etc.)
• Maintain price & contract records and approvals on the Purchasing shared drive
• Support relationship management of suppliers. Identify potential new suppliers and perform due diligence to qualify them
• Perform market research and information gathering in support of business plan regarding future prices, market and industry trends and risks, opportunities
• Monitor rates, rules publications and utilize various online carrier systems to perform various functions and research
• Support price management in various financial and invoicing systems. Monitor expiration dates, request renewals, and related price maintenance activities
• Perform rate entry and maintenance for processing prices
• Work with Purchasing Vendor Maintenance and others as needed to manage and maintain accurate supplier information in multiple Cliffs’ systems.
• Stay informed about the industry, market trends, supply-demand changes, supplier base, regulatory changes, and the like;

provide timely information to management

Collaborate with Cliffs’ subsidiaries and affiliates for best practices, benchmarking, bids and other activities

Minimum Qualifications :

• Bachelor’s degree (business, finance, supply chain or related preferred)
• At least three years of Procurement experience
• Advanced reading comprehension and interpretation skills, high-level written communication skills
• Analytical, quantitative financial and economic skills
• Advanced experience with MS office suite, including editing functions, tracking changes, document compare, formatting, etc. in Word
• Ability to effectively prioritize and work on multiple projects and requests concurrently with a strong work ethic, willing and able to work overtime to meet business demands
• Ability to manage and organize data and documents
• Capable researcher and investigator : markets, reference manuals, rules and regulations, internet, maps, etc.

Preferred Qualifications :

• MBA and / or CPSM (or CPM)
• Knowledge of transportation documents and procedures, i.e., tariffs, circulars, contracts, leases, bill of lading, carrier invoice, customs documents
• Knowledge of contract terms & provisions for services, administration, general knowledge of contract law
• Negotiating experience or aptitude beneficial
• Sales and / or customer service experience with the knowledge of various customer order systems, plant shipping systems, and knowledge about the customers we sell to (automotive, appliance, pipe, electrical, stainless, etc.)
• Basic knowledge of customs administration and regulations for international shipments and Incoterms
• Knowledge of regulations for hazardous material shipments, risk management, and insurance
