Responsibilities:
ing to the Manager, Licensing and Administration Services, the Supervisor will be responsible to provide direction to staff and clients regarding the issuance and renewal of licences and permits, Tribunal processes and other related Licensing to ensure the effective delivery of municipal licensing by-laws.
Major Responsibilities:
Oversees all aspects of the application, issuance, renewal, and appeal processes related to various regulatory requirements related to housing initiatives within Municipal Licensing & Standards, and include primary programs, but not limited to multi-tenant housing, short-term rentals, and the RentSafeTO program, within the division.
Supervises, coaches, and trains assigned staff ensuring effective teamwork, high standards of work quality and organizational performance. Encourages continuous learning and innovation in others
Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work to ensure compliance with health and safety policies and all performance measures are met.
Collaborates with other Supervisors and Managers to ensure effective scheduling and assigning of staff to optimize service levels for clients, taking into account scheduled absences and historical volumes.
Implements detailed plans and recommends policies/procedures regarding program specific requirements.
Utilizes management s to forecast volumes, analyze issues and measure results.
Demonstrates and encourages a strong customer service focus and ensures the management team and all clients are updated on actions and outcomes as necessary.
Authorizes and coordinates vacation and overtime requests. Evaluates staff performance, hears grievances and recommends disciplinary action when necessary.
Reviews Business Licensing application files and licence issuance processes to ensure efficient accurate processes.
Prepares correspondence and s to City Council, Standing Committees, Community Councils and Tribunal on specific issues related to Municipal Licensing & Standards,
Attends weekly meetings and acts as divisional witness at the Toronto Licensing Tribunal
Represents the Division in dispute resolution relating to licensing programs and liaises with members of the public.
Represents the Manager in their absence at Community Council, Committee meetings and public meetings.
Oversees all aspects of licensing issuance programs including the handling of cash receipts and reconciliation of financial payments
Key Qualifications:
Post-secondary education in Public or Business Administration or an equivalent field, combined with relevant management training and experience, or the equivalent combination of education and experience.
Extensive experience in the supervision or leadership of front-line staff working in complex and politically sensitive environment, including coaching, coordinating, and the demonstrated ability to handle day to day labour relations matters.
Intermediate Microsoft Word, Excel, and PowerPoint skills and the ability to utilize a variety of computer such as: IBMS or case management programs, SAP, and other relevant programs used to support the division’s core requirements.
Demonstrates and encourages a strong customer service focus and ensures the management team and all clients are updated on actions and outcomes.
Well-developed critical thinking skills, interpersonal and team building skills.
Strong analytical and problem solving skills, with the ability to develop effective solutions by making recommendations based on thorough research, equity consideration, and broad content knowledge
Ability to communicate, both orally and in writing, throughout all levels of the organization.
Ability to represent the Division at Committees and/or Tribunals and to represent the City to maintain effective working relationships with community groups, stakeholders, elected officials and other senior managers.
Ability to exercise independent judgment and discretion in dealing with confidential or sensitive matters.
Knowledge of municipal operations, council proceedings, and divisional issues.
Working knowledge of the Occupational Health and Safety Act and Regulations, the Collective Agreements and related labour legislation.
Ability to work on a shift schedule if required.
