The Accounting Services Division of the City of Toronto is responsible for preparing the City’s annual consolidated financial statements, developing and maintaining the City’s accounting policies, interpreting and visualizing complex financial data, and ensuring that all transactions are accounted for in accordance with Public Sector Accounting Standards (PSAS). As the Financial Analyst, Corporate Financial ing, you will be responsible for the overall administration of the Division’s banking portfolio through research, financial analysis and variance/analysis ing.
ing to the Manager, PCI Compliance, you’ll leverage your background in generally accepted accounting principles and accounting/financial analysis and ing to review and analyze expenditures and card payment charges, create and execute appropriate policies and procedures for various payment card transactions to ensure consistency in process across City Divisions, manage and analyze the activities and charges from the City’s external payment processing service provider, and provide accounting advice to stakeholders related to cash and treasury transactions and ing.
You will also keep abreast of Public Sector Accounting Standards, payment card industry regulations, divisional and corporate processes, relevant provincial statutes and regulations, by-laws, and Council directions to ensure that internal controls are designed and maintained in accordance with City by-laws and policies and that the City remains compliant with payment card industry requirements.
This position will also call upon you to investigate issues raised by internal and external auditors and to lead special projects and assignments.
Among the many strengths you bring to the role of Financial Analyst, Corporate Financial ing, are the following key qualifications of the position:
Post-secondary education in a discipline relevant to the job function (e.g., Bachelor of Commerce with a major in Accounting) and a Chartered Professional Accountants of Canada designation (e.g., CPA, CA).
Considerable accounting, auditing, and/or financial ing experience in a public or private sector accounting environment.
Considerable experience with municipal accounting and/or generally accepted principles and practices, applicable legislation, etc. including Public Sector Accounting Standards (PSAS) and International Public Sector Accounting Standards (IPSAS).
Considerable experience performing financial and accounting analysis to support decision-making processes as well as to confirm accuracy, completeness, cut-off, existence, and valuation of account balances.
Considerable experience performing and presenting research including writing, data collection, analysis of information from various sources and critical thinking/analysis.
Experience providing supervision to employees to ensure deliverables meet quality requirements and are completed on a timely basis.
Excellent customer service, collaboration and interpersonal skills and the ability to communicate effectively at all organizational levels.
Knowledge of financial and internal controls.
Excellent organizational and multi-tasking skills with the ability to meet tight deadlines under time constraints.
Proficiency in Microsoft Office Suite (e.g., Word and Excel with an emphasis on excel ing) and computer-based accounting systems (e.g., SAP and Oracle).
Analytical, conflict resolution and problem-solving skills with the ability to develop, recommend and implement effective solutions.
Sound judgement and the ability to handle matters of a confidential or sensitive nature.
Ability to take initiative and work independently with minimum supervision, set priorities, plan and execute tasks.
Ability to work overtime when required.
Familiarity with Ontario Statutes, including Occupational Health and Safety Act, employment standards, labour and human rights, and other applicable government legislation.
