The City of Toronto’s Social Development, Finance and Administration Division (SDFA) drives transformative change to achieve stronger, safer and more resilient communities and neighbourhoods in Toronto. This is an opportunity for three highly collaborative, results-based people with a demonstrated commitment to equity and reconciliation to join a new team in the Social Development, Finance & Administration Division focussed on implementing the City’s Community Benefits Framework Adopted by Toronto City Council in 2019, the City’s Community Benefits Framework focuses on ways to maximize the use of City of Toronto levers (such as procurement, real estate transactions, or financial incentives) to create inclusive and equitable economic opportunities through community benefits initiatives.
About the role
As a Workforce Consultant, you will use your expertise and experience to develop and implement hiring pathways that connect job seekers from Indigenous, Black and other equity-deserving groups to training and employment opportunities made possible through the City’s community benefits initiatives. The role will involve complex project management and multi-stakeholder coordination with employers, community organizations, training programs, skilled trade unions, contractors and others.
Major responsibilities:
Develop and implement hiring pathways that connect job seekers from Indigenous, Black and equity-deserving groups to construction jobs and professional, administrative and technical (PAT) jobs made available through City of Toronto community benefits initiatives.
Engage with a diverse range of employers in City community benefits initiatives to understand their hiring needs and projected recruitment forecasts in order to develop and support suitable outreach strategies, recruitment and hiring processes, and retention strategies.
Engage with City Divisions and agencies that offer employment and training programs, community organizations, and employment service providers in order to ensure broad outreach and adequate preparation of candidate pool.
Coordinate various stakeholders, including City Divisions and agencies, employers, community organizations, labour unions and other relevant employment service stakeholders to collaboratively support outreach, recruitment and placement of candidates in jobs made available through City of Toronto community benefits initiatives.
Develop and implement workforce development approaches that are place-based and that integrate employment supports and community assets.
Work closely with the leads across City of Toronto community benefits initiatives to track and monitor the demand and supply of candidates to inform reporting on meeting local/social hiring targets.
Lead and/or contributes to relevant ad hoc working groups to advance the Community Benefits Framework.
Develop resources to support employers, agencies and City divisions, agencies and corporations to achieve community benefits hiring requirements.
Develop and maintain contact with other organizational development professionals and is familiar with current theory and practice in the field, including liaising with and participating in inter-divisional teams and staff working groups, committees and external groups.
Lead assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
Ensure that corporate policy and division principles are reflected in workforce business solutions.
Recommend, design and facilitate implementation of policies, procedures and processes regarding program specific requirements and to support high quality service, continuous improvement and service equity.
Provide leadership in the effective use of consulting concepts, models, analytic frameworks, technologies and tools.
Develop and implement business solutions to support organizational development efforts, including organizational assessments, change management, communications, workforce planning, employer engagement, workforce and leadership development, business process improvement, and organizational redesign.
Provide input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
Travel to various locations as required to conduct divisional business.
Key Qualifications:
Post-secondary education related to Community and Social Services, Human Resources or other discipline pertinent to the job function, or an equivalent combination of education and experience
Considerable experience developing and implementing workforce development initiatives and/or local economic development initiatives targeting Indigenous, Black and/or equity-deserving communities.
Considerable experience developing and/or implementing employment programs for Indigenous Black, and/or other equity-deserving job seekers.
Considerable experience in stakeholder engagement, coordination and community relations, including community partners, employers, employment service providers, labour unions, government and/or private sectors.
Considerable experience in project management and issue management, including the development of project plans and/or business cases, setting priorities, issue resolution, and managing and reporting on project deliverables.
Knowledge of local economic development, employment services system, apprenticeship programs and system in Ontario and/or community employment resources in Toronto.
Understanding of the specific systemic barriers to employment, training and retention faced by Indigenous, Black, and other equity-deserving people in Toronto.
Excellent organizational skills, and the ability to meet tight deadlines and adjust work priorities in response to competing demands.
Ability to initiate, coordinate and deliver high-quality project outcomes on schedule, in a fast-paced environment.
Advanced consultation and advisory skills with the ability to work at all levels of the organization in assessing organizational needs and developing and implementing effective programs and strategies.
Strong interpersonal relationship building and problem solving skills
Exceptional written and oral communication skills, including the ability to interact and communicate effectively with a diverse range of stakeholders, including community partners, residents, Councillors, City programs and business.
Highly developed presentation=and facilitation skills.
Ability to collect, organize, test and analyse complex and confidential information with attention to detail and accuracy.
Excellent computer skills with the ability to use a variety of software, such as MS Office Suite.
Advanced business writing skills with ability to prepare reports, spreadsheets, correspondence and presentation material.
Ability to exercise judgment and discretion when dealing with matters of a confidential or sensitive nature.
Ability to work collaboratively in a team environment and also independently with minimal guidance.
Familiarity with employment related legislation (i.e. Employment Standards Act, Human Rights Code, Occupational Health and Safety Act etc.)
Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
