The Role:
Plans, supervises, reviews and evaluates the work of professional and technical support staff; performs professional level engineering planning, engineering designing, engineering design review, bidding and construction management duties; coordination of all aspects of both land development and capital improvement projects and programs.

ESSENTIAL FUNCTIONS:

- Plans, organizes, assigns, supervises, reviews and evaluates the work of professional engineering and technical support staff.
- Recommends selection of staff; trains staff and provides for their professional development.
- Provides input into the unit’s budget; assists in planning goals, objectives, procedures and work standards for the unit.
- Uses professional engineering license to seal and approve construction drawings and technical specifications, prepared by self or for which has responsible charge, on behalf of the City.
- Works with professional engineers, developers, utility companies and other entities to solve complex engineering problems encountered during the design and/or construction process.
- Represents City interests in applicable sate and local groups, such as the Southern Nevada Water Authority, Regional Flood Control District, Regional Transportation Commission, Nevada Department of Transportation, and other agencies.
- Writes requests for proposal and contract specifications for design and construction administration services; participates in the selection of consultants and administers professional service agreements.
- Conducts feasibility and cost studies; develops engineering solutions to problems related to assigned projects; recommends alternative approaches, including the use of contract services and the incorporation of new methods and materials.
- Maintains liaison with various utility, governmental agency and City departmental staff; ensures that building codes and applicable permit conditions are met in assigned projects.
- Provides project leadership or supervision to staff, including work assignment, review and evaluation.

ENGINEERING DESIGN AND CONSTRUCTION MANAGEMENT ENGINEER ONLY
- Performs professional level engineering planning, engineering designing, bidding, and construction management for projects and programs including difficult, technically complex and/or sensitive capital improvement, remodeling and major repair projects of City facilities.
- Prepares detailed and complex project designs, technical s, cost estimates, specifications and project schedules.
- Administers contracts and confers with architects and construction contractors; schedules projects; provides technical oversight, inspects work in progress and ensures that all work complies with contract specifications and applicable codes and standards.
- Reviews and negotiates requests for payment and change orders; tracks and documents project costs.
- Confers with facilities maintenance staff and recommends solutions to building design, maintenance and operational problems.
DEVELOPMENT AND FLOOD CONTROL ENGINEER ONLY:
- Reviews and evaluates engineering design plans and technical studies prepared by professional engineers to ensure compliance with federal, state, regional and local regulations as they apply to the design and construction of improvements associated with residential, commercial and industrial land development projects, such as roadways, bridges, culverts, utility systems and storm water management/flood control facilities.
- Administers the Federal Emergency Management Agency’s (FEMA) National Flood Insurance Program and the Community Rating System for the City of North Las Vegas, ensuring compliance with all federal, state and local regulations; works with the Regional Flood Control District (RFCD) to implement the RFCD Master Facilities Plan.
- Approves permits for grading and construction of off-site improvements.
- Responds to citizen complaints of flooding and/or storm water management problems and works with other departments/divisions to effect solutions. Responds to flood emergencies by monitoring weather conditions and flow depths within the City’s flood control facilities and coordinating response efforts with other emergency response personnel and agencies.
- Reviews Planning Commission agenda items and generates conditions of approval to ensure compliance with federal, state and local regulations; works with other departments, developers and engineers to resolve engineering planning issues on Planning Commission items; represents the Department of Public Works at Planning Commission meetings, providing information and answers to questions posed by the Planning Commissioners; makes presentations to the Planning Commission and/or City Council on various land development issues.
TRAFFIC SENIOR ENGINEER ONLY:
- Reviews traffic impact studies, planning documents, development plans, legislation and capital improvement programs to evaluate the impact on the transportation system. Ensures compliance with federal, state, regional and local regulations as they apply to the design and construction of residential, commercial and industrial land development improvements including roadways, intersections, signing, striping, traffic signals, street lighting, pedestrian and bicycle treatments, ADA compliance, and intelligent transportation systems.
- Review, investigate, and settle disputes between developers and the City.
- Performs transportation studies by planning, organizing, designing, and preparing special transportation research projects and conducting and/or directing data collection.
- Assesses external (citizen, school district) and internal (elected officials, Traffic Operations staff, police department) requests to identify and evaluate transportation design, maintenance and operational issues, analyze alternatives and make recommendations.
- Works with the Regional Transportation Commission (RTC) and the Freeway and Arterial System of Transportation (FAST) to plan and implement regional policies for bicycle facilities, pedestrian movement, and traffic signal timing and coordination, among others. Assists in development of local and regional transportation improvement programs by preparing descriptions with estimated costs and funding sources.
- Supervises the review and approval of permits for temporary traffic control for off-site improvement construction.
- Maintains accurate files, s and data, including a complex automated transportation planning and modeling database and the cost participation agreement database.
- Supervises the review of Planning Commission agenda items to ensure compliance with federal, state and local regulations; works with other departments, developers and engineers to resolve engineering planning issues on Planning Commission items; represents the Department of Public Works at Planning Commission meetings, providing information and answers to questions posed by the Planning Commissioners; makes presentations to the Planning Commission and/or City Council on various land development issues.
- Prepares federal/state grant applications for traffic and transportation planning projects.
- Assists with the development of engineering solutions to problems related to streetlights, traffic signals, pavement markings, traffic control and enhancements
- Plans and coordinates various projects such as traffic circulation, safety studies, traffic signal coordination programs, and bikeway and trail system planning.
- Oversee the cost participation program for traffic mitigation measures and provide periodic updates on such.
WASTEWATER SENIOR ENGINEER ONLY:
- Performs professional level engineering planning, engineering designing, bidding, and construction management for projects and programs including difficult, technically complex and/or sensitive capital improvement, remodeling and major repair projects of the Water Reclamation Facility, wastewater collection system and reclaimed water distribution system.
- Works with professional engineers, contractors, utility companies and other entities to solve complex engineering problems encountered during the design and/or construction process. Reviews and evaluates engineering design plans and technical studies prepared by professional engineers to ensure compliance with federal, state, regional and local regulations as they apply to the design and construction of improvements associated with the Water Reclamation Facility, wastewater collection system and reclaimed water distribution system.
- Performs other duties as required.

Qualifications and Attributes:
Education and Experience:
- Bachelor’s degree from a four-year college or university with major course work in civil engineering or a related field.
- Four years of professional level engineering work and project management experience in the applicable area of responsibility (Engineering Services, Development and Flood Control, Technical Services, or Transportation Services), preferably in a public agency.
- Equivalency: May substitute a combination of equivalent education and experience. The city assesses 1 year of fulltime experience as equivalent to one year of education.
Licenses and Certifications:
- Registered Professional Engineer in the State of Nevada. If registered in another state must obtain Nevada registration within one year of hire/reclassification.
- Registered Professional Architect in State of Nevada. If registered in another state must obtain Nevada registration within one year of hire/reclassification. (Public Works, Engineering Services candidates only).
- Certification through the Association of State Floodplain Managers Certified Floodplain Manager Program required within 1 year of hire/reclassification. (Development and Flood Control Division candidates only)
- Registered Professional Traffic Operations Engineer Certificate is required within 1 year of hire/reclassification. (Traffic Engineering Position candidates only)
- Grade 2 Wastewater Treatment Plant Operator Certification in the State of Nevada. If certified in another state must obtain Nevada certification with six months of hire/reclassification. (Wastewater Engineering Position candidates only)
- Must possess a valid Nevada State Driver’s License and maintain satisfactory motor vehicle records during the duration of employment.
Knowledge, Skills and Abilities:
- Theories, principles and practices of engineering in the applicable area of responsibility (Engineering Services, Development and Flood Control, Technical Services, or Transportation Services).
- For the position of Wastewater Senior Engineer, the following education and experience are required in addition to the above requirements. Wastewater Senior Engineer – Theories, principles and practices of engineering in the operation of a wastewater treatment plant, with an emphasis on membrane bioreactor technology, and reclaimed water distribution systems.
- Planning, directing and reviewing the work of professional and support staff, consultants or contractors.
- Performing and overseeing professional level engineering design, installation and retrofitting work.
- Preparing and interpreting a variety of documents, including contract plans, specifications, sketches, diagrams and written s, correspondence and agreements.
- Reviewing contract documents for completeness and accuracy.
- Using initiative and independent judgment within general policy guidelines.
- Interpreting, applying and explaining complex policies, codes and regulations.
- Setting priorities, coordinating multiple activities and meeting critical deadlines.
- Analytical abilities necessary to make sound, logical interpretations of codes and regulations are required. Many interpretations and decisions must be made quickly; sound judgment required to act in best interest of the jurisdiction.
- Interpersonal skills to effectively interact with the general public, technical staff, professional engineers, governmental officials at all levels and representatives of private (contract) firms to explain City requirements, project requirements, specifications, etc.

WORKING CONDITIONS:
While performing the essential functions of the job the employee is primarily required to work in a typical office setting, use standard office equipment, read printed materials and a computer screen and communication in person and over the telephone.
Works in an office environment where there is little or no physical discomfort associated with changed in weather or discomfort associated with noise, dust, dirt, etc.
Background:
This position requires a Tier I background check with the North Las Vegas Police Department. Background check includes but is not limited to: Local and State Criminal History Check; Federal Criminal History Check.
This position requires a Group I medical evaluation. Medical evaluation consists of a drug screen.
