City of Greeley Hiring for Talent Acquisition Manager at Greeley, CO, United States Full Time

Salary Range : $100,000 – $140,000 annually

Job Summary :

Under the leadership of the Deputy Director of HR, the Talent Acquisition Manager provides leadership, direction, and supervision to the Talent Acquisition Business Partners and Administrative staff involved in all aspects of employment functions including recruitment, sourcing, and evaluation of candidates, screening, test development, test administration, interviewing, and selection of candidates for employment.

The incumbent in this position will be responsible for continuously seeking out top talent, developing a compelling recruitment brand, and fostering positive relationships with candidates and current City of Greeley employees.

The Talent Acquisition Manager will lead the City of Greeley in talent acquisition, working closely with the City Manager’s Office on executive recruitment, hiring managers and the Human Resources team to ensure a seamless recruitment process.

Experience, Knowledge, Skills :

Minimum Requirements

• Bachelor’s degree in human resources, business management, or a related field from an accredited college or university.
• A minimum of four (4) years’ experience in human resources, including 2 years’ experience managing talent acquisition and recruitment.
• Three (3) years of supervisory level Human Resources experience.
• Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.

Preferred

• Master’s degree in human resources management, public administration, or business administration.
• Possession of professional certification including but not limited to IPMA-CP, SPHR,PHR, SHRM-CP, SHRM-SCP, or Certified Benefit Specialist Designation certification.
• Bilingual in Spanish and English.
• Experience working in a municipal environment.
• Two (2) years of experience using Oracle Human Resources Information System (HRIS).
• Proficient with social media for recruitment and job postings.
• Experience in organizational department planning, emphasizing quality, continuous improvement, employee retention / high performance, and department-wide communications.

Essential Functions :

• Builds and maintains proactive partnerships with all City of Greeley departments in order to better understand their business, manage their staffing needs and issues, and offer ideas, solutions, and tools.
• Drives recruiting strategies that continually replenish candidate pipelines based on market conditions and current and projected engagements / needs.
• Executes creative recruitment and sourcing activities including, but not limited to : direct sourcing, industry networking, Internet-based and social media recruiting, vendor management, diversity, and outreach to appropriate industry organizations.
• Manages executive (C-Suite) recruitments for the City of Greeley, including active sourcing, networking, updating the City Manager’s Office with progress s, resume and portfolio review, candidate screening, conducting phone interviews, panel interview scheduling, delivering job offers, and ensuring all offers adhere to the Colorado Equal Pay Act, City of Greeley Compensation Philosophy, and maintain internal equity.
• Manages, mentors, and develops a team of Talent Acquisition Recruiters to attract the best talent at all levels.
• Hosts informational sessions for positions and participates in recruitment events, job fairs and other community resources and ensures the Talent Acquisition staff participates in recruitment activities.
• Accomplishes City of Greeley objectives by managing the staff and properly planning recruitment events and activities for the City of Greeley
• Builds partnerships with colleges and universities, non-profit agencies and other community agencies and organizations to aid in recruitment for the City of Greeley,
• Plans, directs, and supervises recruitment and retention functions and programs and s on performance metrics.
• Directs and participates in recruitment and retention studies.
• Develops short- and long-range talent acquisition strategies, programs, and planning.
• Conducts research, compiles data, and prepares written s pertaining to recruitment and retention projects.
• Coordinates recruitment and retention activities with other divisions, government agencies, employees, and other private and public organizations.
• Develops and communicates new or updated recruitment policies with all department heads, department HR Partners and or hiring liaisons.
• Establishes and maintains effective work relationships with customer departments and other internal and external stakeholders.
• Assists with responding to matters regarding recruitment policies and procedures, problems, complaints, and other service delivery issues.
• Represents the City of Greeley in a wide variety of meetings with business partners regarding recruitment and retention matters.
• Partners with county agencies and departments to continuously improve recruitment, hiring, and promotional activities based on best practices.
• Makes presentations and recommendations to a variety of audiences, including the County Executive’s office, union representatives, attorneys, employees, and partnering organizations.
• Prepares quarterly and monthly s related to Recruitment Division activities.
• Perform sourcing to fill open positions and anticipate future needs.
• Plan and conduct recruitment and selection processes (interviews, screening calls etc.)
• Take steps to ensure positive candidate experience.
• Performs additional duties as assigned.
