We are looking for an experienced Procurement Specialist to join our amazing team of professionals in our Purchasing Division of the Finance, Lands and Police Department. This role will deliver professional and customer-focused procurement services to both our internals clients and vendors. Our ideal candidate will provide complex and challenging procurement guidance in the acquisition of a wide variety of supplies and services required by our municipal departments in support of the City’s strategic and business plan priorities.
ing to the Purchasing Manager, the Procurement Specialist thrives in a fast paced environment, managing multiple procurement priorities for the City and providing sound procurement advice and sourcing options in a cost effective manner. The successful incumbent will be responsible for a variety of procurement functions including but not limited to preparation of competitive bid documents such as tenders, making requests for quotations and proposals for user departments; setting up evaluation processes and evaluation documents; resolving bid irregularities; performing price and cost analyses; negotiating acceptable prices, terms and conditions and monitoring for effectiveness as well as contract management.
The successful candidate will need to be highly adept at establishing and maintaining a variety of stakeholder relationships, be customer-service focused and be adaptable with a proven track record for problem solving with a strategic lens on procurement matters. In addition, proven communication skills, both written and verbal, thorough knowledge of purchasing principles, practises and methods, contract law, risk management and business procedures are required.
This is senior purchasing work of a special project nature that requires considerable independent judgement and action within the framework of established policies, standards and budget constraints. Duties include assessing business needs, performing research/analysis of products/services, consultation with end users, data analysis, writing, administration of the competitive bid process and contract management.
The incumbent must possess a minimum Grade 12 graduation, along with completion of the Supply Chain Management Professional (SCMP) program of the Supply Chain Management Association of Canada (SCMA) plus sound related experience, preferably in a municipal or government environment. Experience in a computerized purchasing environment, exceptional computer skills, analytical, reasoning and problem solving skills are also required.

A CUPE hourly rate of $40.29 – $47.57, an excellent benefits package and earned day off program are being offered. This position is based in Coquitlam with some flexible, remote work options available.
