EXAMPLE OF DUTIES

The omission of specific statements does not exclude them from the position.)Program Management – Manages, supervises and coordinates work, training, evaluation and counseling of assigned personnel. Prepares budget requests for technical services; quantifies annual work program; evaluates material, equipment and personnel needs; prepares and justifies overall budget request and monitors department budget status; coordinates and reviews loan and grant applications for funding of studies and capital improvements, and coordinates with agencies on funding requirements. Responsible for budget development, and assists with development of the Capital Improvement Plan (CIP) and Transportation Improvement Plan (TIP).Project Oversight, Project Management and Construction Management – Assumes overall responsibility for development of studies, designs and construction of streets projects. Negotiates consultant contracts, solves design and construction problems, reviews and approves design changes, approves pay requests and monitors project expenditures and budgets. Responsible for ensuring that projects comply with applicable local, regional, state and federal regulations. Monitors the review and approval of development projects in the City.Quality Assurance and Quality Control (QA/QC) – Reviews and approves all transportation capital projects; performs feasibility and constructability analysis on all proposed work; reviews/approves s and project Plans, Specifications and Estimates (PSE). Ensures compliance with federal and state requirements, engineering standards, and city policies.Assumes overall responsibility for construction of public works projects. Arranges for appropriate inspections of projects in accordance with specifications and WSDOT manuals. Approves payment and monitors project expenditures and budgets, and tracks progress of projects. Responds to complaints, inquiries and requests related to the public, elected officials, and outside organizations and agencies. May represent the Engineering Division at City Council Meetings, legal proceedings, and other Public functions. Other Duties Regular attendance is an essential requirementPerforms related work as assigned and/or requiredKNOWLEDGE, SKILLS AND ABILITIES (Entry Requirements) Knowledge of: Principles, practices, and methods of civil engineering, its technical and support functions; Current professional standards for the construction, inspection and maintenance of public works construction projects; Principles and practices of land, topographic and construction surveying; Fundamental intent and basic provisions of municipal, state and federal financing mechanisms for municipal public works projects; Principles of management and supervision.Ability to: Apply professional engineering principles to the design and construction of all types of public works projects; Interpret and effectively apply complex governmental policy intent and/or specific regulatory provisions to general and specific conditions; Evaluate, plan and establish a proper sequence of action for project personnel to accomplish goals; Provide verbal and written information and advice to a wide variety of people and officials; Communicate ideas and assert a point of view in complex or controversial situations; Make presentations before elected bodies, and community groups.The ability to get along with others and be an effective team member.
MINIMUM QUALIFICATIONS
Any combination equivalent to a Bachelor’s degree in Civil Engineering, three (3) years supervisory experience, and six (6) years full-time experience practicing as a licensed civil Professional Engineer. A Washington State Professional Engineer’s License and a Washington State Driver’s License are required.

Removal is by action of the Department Head in conformance with Human Resources Policies.This classification specification does not constitute an employment agreement between the City and employee.
