Team/Function Overview
The EMEA HR Risk & Control Team is made up of a team of individuals across 4 Citi sites. We work across all of the HR Taxonomies providing advice and support to the EMEA HR Population. We manage HR Audits, Regulatory Exams and Compliance Testing. We work very closely with our Global HR Risk & Control Team in NAM.
Role / Position Overview
In this role the individual will be expected to provide support and advice to the CHRO population across EMEA. They will work closely with ICRM/ ORM/ IA and various other functional teams as and when required.
The HR Risk Governance Manager is responsible for the development and execution of the HR Risk & Control framework, including:
Human Capital Risk Oversight:
Manage the development and execution of frameworks and measurements used to assess and oversee Human Capital risks and controls across the firm (e.g., HR Business Performance Reporting, Human Capital Risk Appetite) to effectively identify and escalate issues within the employee lifecycle and associated root causes. This includes the development and management of procedures to track, monitor, analyze and report against Human Capital-related Operational Losses, Issues and Corrective Action Plans (“CAPs”), as well as to review and challenge the businesses’ and functions’ self-assessments of their respective Human Capital Risks.
Compliance Risk Management:
Manage the development and execution of the HR Regulatory Inventory and Change Management (“RICM”) Program and HR Policy Governance, including the development and maintenance of an inventory of Citi Policy (“Policy”) requirements and significant Employment regulatory requirements (“Regulations”) and the identification of corresponding controls designed to maintain compliance with said Policies and Regulations consistent with the approved Compliance Risk Appetite.
This may also include the development and management of procedures designed to ensure awareness, assess impact, and capture corresponding Action Plans associated with Policy and Regulatory change, as well oversee the accurate and timely submission of HR-related regulatory reporting.
Contractual RFIs:
Manage the development and execution of procedures intended to ensure the accurate and timely submission of HR-related information required to fulfill contractual obligations, Requests for Information (“RFIs”) and/or Requests or Proposals (“RFPs”) from Citi.
Emerging Risk Management:
Manage the development and execution of procedures intended to identify emerging human capital risks / trends and proactively develop and socialize preparation strategies with management to enhance the control environment and ensure HR is equipped to manage future risk.
Scenario Analysis:
Manage the development and execution of procedures supporting HR’s engagement in the execution of CCAR Scenario Analysis to identify plausible, low likelihood, but high severity operational risk losses that the bank could experience in the future and use that information in Risk Measurement, Risk Management processes and capital planning.
Relationship Management:
Serve as the primary point of contact with Citi’s Enterprise Risk Governance functions, including Independent Compliance Risk Management (“ICRM”), Independent Risk Management (“IRM”), Operational Risk Management (“ORM”), Internal Audit (“IA”), and various Business / Function Control Units.
Development Value
This role is very diverse and varied and will give the right candidate an opportunity to learn the business and work across the regions both locally and globally. You will gain experience in managing audits and ICRM testing reviews. You will be in a position to influence people and will manage many relationships which will bring you additional skills and experience. You will learn all about the Regulations that impact HR on a daily basis and how we manage these, how we adapt them for the business, carry out Impact Assessments and create Action Plans to care for these regulatory changes.
Knowledge/Experience
Experience in HR related legal / regulatory and compliance programs or Internal Audit highly preferred, with specific subject matter expertise and a strong business understanding of risks, controls and issues within Human Resources.
A self-aware, self-confident individual who has well developed listening skills, and a strong ability to engage a group of accomplished business unit heads by providing proactive advice on a variety of matters while carefully balancing the independent requirements of the function.
Effective negotiation skills, a proactive and ‘no surprises’ approach in communicating issues and strength in sustaining independent views. This individual must be an articulate and effective communicator, both orally and in writing, with an energetic, charismatic and approachable style.
Strong interpersonal skills for interfacing with all levels of internal and external audit and senior management.
Strong leadership skills with a proven record of accomplishment of making a positive impact on the organization.

Qualifications
Bachelor’s Degree in a related field or equivalent work experience, education, and / or training, Master’s Degree preferred.
Experience in Human Resources, Compliance and/or Risk Management and in a Program or Project Management role
