This position within the Government and Education Bid team has responsibility for acting as a key matrix partner support to the Strategist team for all new and existing segment business opportunities. Technical Reviewers respond to and/or vet with subject matter experts (SMEs) provisions or questions in request for proposals (RFPs) tied to some the following categories:
Technical Reviewers conduct a thorough review of all RFP documents, including terms and conditions, specialized bid requirements, and contracts for G&E proposals. Responsible for determining the right proposal responses that represent Cigna’s risk tolerance based on products and funding. Coordinates closely with company designated Legal and Contract SMEs to ensure proposal content is accurate, persuasive and timely.
Critical Role Components
General Responsibilities:
Have a thorough understanding of G&E industry nuances and impacts on Cigna’s standard procedures; drive compliance to customer requirements throughout organization with various matrix partners.
Offer alternatives and suggestions based on client research and collaboration with SME resources to position Cigna in a more positive light, whenever possible.
Identify, recognize and understand government terminology and nuances in procurement bids, i.e., diversity, insurance, bid bonds, and EEOC requirements, etc.
Constructively recommend specific ways to improve the quality of work and the efficiency of the operation. Demonstrate support, involvement and/or leadership in initiatives focused on continuous improvement.
Assist G&E Managers in the identification of library database update needs.
Additional Responsibilities:
Responsible for the end-to-end management of the legal, procurement and contract responses to questions, contracts and BAAs for G&E RFPs. Prepare and manage the preparation of complex Medical, Dental, Vision, Retiree, and onsite health legal responses. This often requires the suggestion of alternatives that communicate Cigna’s position in a compelling manner.
Responsible for interpreting the right strategic response to represent Cigna’s risk tolerance based on products and funding. Coordinate closely with company designated Legal and Contract SMEs to ensure proposal content is accurate, persuasive and timely. Follow up on outstanding items/data and communicate to all appropriate parties as required.
Provide proposal ready RFP responses that are correct, complete, adhere to segment-specific nuances and depict Cigna’s value proposition to meet the proposal terms, conditions and specifications. Responses must be within schedule timetable, high quality, free of grammatical errors and follow format and style guidelines.
Identify and coordinate non-standard business requests and legal decisions that may put us at risk to Cigna’s Legal, Sales and Underwriting partners.
Research regulations referenced in RFPs to understand the obligations or the risk involved.
Identify questions requiring exclusive responses where a Legal SME will need to be engaged.
Demonstrate and maintain expert knowledge of legal, procurement and contract topic(s). Regularly research all applicable communication material (newsletters, web pages, organizational announcements) to enhance and build subject matter knowledge.
Coach the G&E Strategist’s on common Government legal and procurement requests and forms, plus new and emerging content.
Qualifications
Bachelor’s degree or equivalent work experience
1-2 years of proposal management experience preferred
Strongly preferred: background in contractual review, group insurance experience
Thorough understanding of Cigna’s products and services, and a knowledge of Cigna’s competitive advantages and differentiating factors preferred
Must have critical reading and comprehension skills, as well as strong persuasive writing and evaluation skills
The ability to think consultatively and communicate in a constructive manner with staff members, matrix partners and our customers/Sales
Client focused approach and understanding
A team player with proven matrix management, project management and negotiation skills
Ability to meet/manage tight deadlines and work under pressure with agility
This role is WAH/Flex which allows most work to be performed at home. Employees must be fully vaccinated if they choose to come onsite.
For this position, we anticipate offering an annual salary of $63,300 – $105,500, depending on relevant factors, including experience and geographic location.
This role is also anticipated to be eligible to participate in an annual bonus plan.
