Summary/Objective:
The Treatment Foster Care Oregon (TFCO) Foster Parent Recruiter is responsible for identifying, contacting, and certifying foster parents for the TFCO Program. Additionally, the Recruiter provides presentations to, and forges community partnerships with, organizations that interface with the Child Welfare System. The Recruiter meets regularly with various stakeholders to provide education on the program as well as to solicit referrals. The Recruiter maintains a collaborative working relationship with relevant local agencies.

Essential Functions:
1. Works with the TFCO Program Manger to anticipate foster parent recruitment needs
2. Selects methods of advertising, prepares and places recruitment adds
3. To ensure the highest level of program quality, initiates creative recruiting techniques of foster parents including marketing internally and externally
4. Meets with the Department of Social Services and other community partners to solicit referrals
5. Recruits, trains, and facilitates foster parent certification
6. Conducts initial and follow-up training for foster parents
7. Serves as a resource for foster parents, provides motivation and encourages treatment participation among foster parents, and ensures a good working relationship between the agency and foster parents
8. Conducts structured telephone interviews with foster parents regarding program youth behaviors and foster family stressors on a daily basis
9. May assist the Program Manager with organizing and possibly attending weekly Foster Parent meetings
10. Attends weekly Clinical Team Meetings
11. Prepares and provides public speaking presentations
12. Researches and forges partnerships with community agencies
13. Connects with referred foster parents and explains the program details and benefits, fields questions about the program, and completes intake questionnaires
14. Accurately records and enters data/information
15. Maintains familiarity with and assures compliance with laws, rules and regulations which affect the child, family, the foster care service system
Aids in facilitation of initial and on-going foster parent trainings
Handles other duties as assigned by the TFCO Program Manager
Work Environment:
Works in an office setting and is required to complete off-site/in-home visits, along with contacting the greater community in public settings. May have contact with service recipients that are agitated and/or demonstrating behavioral/mental health concerns. Some risk involved working with service recipients with serious mental illnesses/trauma-related disorders. Will work in a standard office environment with minimal exposure to noise, blood, and/or bodily fluids. In order to meet the needs of the program, must be able to work a flexible schedule.
Physical Demands:
Standing, walking, memory, concentration, sitting for long periods of time, hearing, carrying, speaking, writing, bending, pulling, problem solving, lifting, reaching, kneeling, running, seeing, reading, climbing, and pushing, driving.
Position Type/Expected Hours of Work:
Full-Time/37.5 hours per week

Travel:
Travel is required throughout the service area.
Required Education and Experience:
An Associate’s Degree in Social Work or related Human Service field required; Bachelor’s Degree preferred.
Prior experience or familiarity with foster parenting, preferably in a therapeutic foster care setting with youth at risk and/or families required. Strong public speaking skills required. Prior experience in Child Welfare/Social Services field preferred. Additional experience in providing outreach and presentations as well as experience in trauma-informed practices, adult education, and/or peer support groups is preferred.
