JOB SUMMARY:
Under the direction of the Director of Early Education, perform professional and supervisory work involving the organization and direction of teaching staff at center-based classrooms and home-based options. This position will coordinate with the multidisciplinary team (Enrollment Staff, Disabilities Specialist, health, education and nutritional staff) to assist with planning, implementing, and monitoring services to children and families enrolled in early education programs. Evaluate and coach staff to align teaching strategies, environments and interactions with children and parents with ECERS, ITERS, ASQ’s, CSEFEL, DRDP and/or CLASS performance standards. Adequately equip staff and classrooms to ensure program compliance with state, federal and all funding source guidelines (including California Department of Education, Head Start and Early Head
MINIMUM REQUIREMENTS / QUALIFICATIONS:
Education:
Graduation from an accredited four year college or university with major course in Child Development, Early Childhood Education, Social Services, or a closely related field with a minimum of 24 semester units in early childhood. Program Director permit required. Employees working in Early Head Start must have a minimum of six units in Infant/Toddler care and development. Master’s degree in related field preferred.
Experience:
Five years of Early Education experience including no less than at least three years in a supervisory role.
Description of Duties:
1. Programs are providing for the safety, health, and nutrition of children.
A. Ensure teaching staff are providing a safe environment according to Cal OSHA Guidelines (SB198), Licensing 22, Title 5 Regulations, and Head Start Performance Standards.
B. Ensure teaching staff have completed required health and safety trainings that are a condition of employment and applicable certifications are renewed prior to due dates.
C. Ensure teaching staff have been trained in CAPC health and safety policies and procedures.
D. Review each center’s plan for medical and disaster related emergencies according to (SB198) guidelines.
E. Review supervision plans that are specific to site and classroom that include details on teaching staff responsibilities and zoning maps.
F. Monitor the implementation of healthy practices within the classroom environment including universal health, changing diapers/clothing in a timely manner, and dispensation of authorized medications.
G. Monitor teaching staff implementation of food service support (serving and cleaning) for meals, snacks, and other activities according to CACFP policies.
H. Ensure nutrition documentation on all children less than 12 months old is completed timely.
I. Communicate all family updates to Early Education Director.
2. Programs provide early education experiences and learning opportunities
A. Oversight of quality lesson plans utilizing the Creative Curriculum and Parents as Teachers that meet the physical, social, emotional, intellectual, health, and nutritional needs of each child.
B. Monitor the documentation of children’s growth, conducted developmental screenings/assessments, and submission of paperwork/reports within specified time frames (e.g. 30, 45 and 90 days, etc.).
C. Monitor individualization and education plans specifying developmental goals and activities in the environment and curriculum for each child, including children with disabilities.
D. Assist teaching team to ensure a balance of child and adult-directed activities, independent, small and large group experiences are available daily.
E. Monitor the implementation of program funding specific goals and objectives into the lesson plan curriculum.
F. Ensure teaching teams are providing a curriculum that supports and encourages acceptance and respect of gender, culture, language, ethnicity and family composition.
3. Provide an interesting and varied physical environment
A. Ensure teaching staff create and maintain well-organized interest areas that include blocks, dramatic play, toys and games, art, library, discovery, sand and water, music and movement, and outdoors.
B. Utilize the appropriate Environmental Rating Scale instrument to measure quality in the classrooms.
C. Ensure teaching staff provide outdoor curriculum that enhances children’s physical and social development by bringing all components of the indoor classroom to the outside.
D. Ensure teaching staff provide an environment that supports and encourages acceptance and respect of gender, culture, language, ethnicity and family composition.
4. Provide and maintain support within the EHS Home-Based Program
A. Maintain an EHS Home-Based caseload of 3 families.
B. Conduct weekly, 90-minute home visits with families and their young children.
C. Plan home visits and socialization activities according to the adopted curriculum and Head Start Performance Standards.
D. Plan and facilitate bi-monthly socialization experiences and other family group activities in partnership with other home visitors and families.
E. Provide attachment-based and parent-child relationship-building education and support services to families and home visitors.
F. Conduct screenings and ongoing assessment of young children’s development in collaboration with parents
G. Utilize screening results and observations to make appropriate child referrals for support services.
H. Collaborate with families to develop appropriate development goals and strategies for each child and update goals and strategies regularly through ongoing assessment and observation.
I. Assess family strengths, interests, and needs.
J. Collaborate with families to establish family development goals that are inclusive of families assessed and expressed needs and interest in the areas related to family self-sufficiency, child development, and health; document this collaborative process in family partnership agreements.
K. Promote parental engagement in curriculum planning, program governance, and the overall Child Abuse Prevention Council Program.
L. Support and advise parents with respect to children’s health status, including medical follow-up, physical health, dental health, mental health, and nutritional intake.
M. Collaborate with program support staff to plan and provide activities to complete health screening and other health-related requirements as established in policies and procedures.
N. Provide management, crisis intervention, and resource referral services.
O. Provide transportation resources to families, when appropriate, to and from community events or other activities.
P. Complete and maintain accurate and timely documentation of home visits, socialization experiences, and other relevant activities.
Q. Create and implement an agency recruitment plan.
R. Monitor family participation and develop plans with families.
S. Maintain confidentially of family records and information.
T. Participate fully in supervision and training experiences.
U. Complete enrollment applications following the Early Head Start Performance Standards guidelines.
V. Collaborate with families and program staff to develop and implement individual child transition plans for children transitioning in and out of Early Head Start, Head Start and other child care settings.
