Our state Government client is seeking to engage an ASO4 Finance Clerk on a contract until 30/06/2022.

About the Role:

Finance Clerks are responsible under limited direction for ensuring the appropriate, accurate and complete recording, reporting of revenues and debts from the accounts receivable activities in Housing ACT. Management of the account receivable function entails preparing and sending invoices to clients, updating financial records, including monthly analysis, reconciliation and quality assurance of debts, debt management and collection, and writing off uncollectable debts. Debts managed include tenant responsible maintenance charges, rental bond loans and other amounts owing to Housing ACT.

Duties & Responsibilities:

• Interpret and apply the legal and accounting requirements for the ACT Public Service, and specifically those requirements related to accounts receivable, accounts processing and reconciliations, debt management and debt recovery, including resolving disputes.
• Undertake research, analysis and problem solving. The occupant must be able to use spreadsheets and other data analytical tools and to manage information from large databases and accounting systems. The occupant of the position must also possess and apply good numeracy skills.
• Communicate, both orally and in writing, possess the ability to liaise and negotiate and build relationships and network, including the ability to prepare case histories, simple reports, and letters and debtor statements.
• Undertake tenant account adjustments and manage the Rental Bond Loan Scheme Accounts, including processing of loans, collection of the loan repayments.
• Display commitment to high quality customer service principles, practices and behaviours.
• Model behaviours consistent with the Respect, Equity and Diversity Framework and the Directorate’s signature behaviours of Respect, Integrity, Innovation and Collaboration and work in accordance with safe work practices.
• Relevant tertiary qualifications in journalism, communication, marketing or related fields, or be able to demonstrate recognised skills or relevant experience

Key selection criteria

• Demonstrated understanding of legal and accounting framework applying to the transactions in Housing ACT, and specifically those related to accounts receivable activities, including debt management and debt collection.
• Good analytical and problem-solving skills and ability to use spreadsheets and other data analytical tools and to manage information from large databases and accounting systems.
• Well-developed customer service skills, including resilience, good oral and written communication, liaison, interpersonal and negotiation skills.
• Demonstrated ability to work in a team or individually and to work accurately with attention to detail, to establish priorities and meet deadlines.
• Ability to model behaviours consistent with the Respect, Equity and Diversity Framework and the Directorate’s signature behaviours of Respect, Integrity, Innovation and Collaboration and apply safe work practices.

ELIGIBILITY/OTHER REQUIREMENTS

• Desirable, but not essential, qualification and experience: Working knowledge of Oracle.
