Location: Salem, OR

Wage: $25.04 – $25.38

Type: Full Time / Exempt

Schedule: Monday – Friday / 8am – 5pm

Minimum Qualifications:

• Bachelor’s degree and five years talent acquisition experience.
• SPHR, PHR, or SHRM-CP certification is preferred.
• Five years generalist human resources experience as it relates to talent acquisition or a specialized human resources discipline.
• Proficient in Microsoft Word and Excel computer software programs.
• Is a Qualified Entity Designee through the Department of Human Services or is able to become a QUD within 60 days of hire.
• 5 years Applicant Tracking System Knowledge and usage of talent acquisition software. UltiPro ATS experience is a plus.
• Reliable transportation, valid driver’s license and a driving record that permits coverage under the agency’s corporate auto liability policy and personal automobile liability insurance coverage.

Essential Position Functions and Key Work Processes:

• Ascertain recruitment requirements by evaluating organizational development plans.
• Confer with management to identify recruiting needs. Provide regular updates and feedback to managers.
• Develop and execute effective recruiting plans and strategies.
• Align job candidate profiles with staffing objectives.
• Source applicants through various methods including advertising, recruiters, job sites, career fairs.
• Maintain effected relationships with social and professional networks to source qualified candidates.
• Organize and execute college recruitment programs.
• Review resumes and qualifications to determine suitability of candidates.
• Pre-screen job candidates.
• Manage all communication with candidates, informing them fully about the job and company.
• Extend offers of employment within company procedures, including negotiating and administration.
• Manage applicant tracking system, maintaining accurate and current applicant data base.
• Keep current with talent acquisition strategies and industry trends and process improvements to gain efficiencies.
• Ensure regulatory aspects of the full cycle recruitment process compliance with federal and state legislation.
• Participate in process improvement projects for Human Resources.
• Maintain accurate filing systems for personnel files and other Human Resources Department materials.
• Conduct HR and Employment training as needed.
• Verify references, conduct background checks, and facilitate pre-employment testing as needed.
• Attend recruitment events as needed.
• Other job duties as assigned.
