Cascade AIDS Project (CAP) is the oldest and largest AIDS Service Organization (ASO) in Oregon and Southwest Washington, as well as a Federally Qualified Health Center (Look-A-Like) that provides the LGBTQ+ community and beyond with compassionate healthcare. CAP is excited to announce that we are seeking an experienced Director of People and Culture (“DPC”) to lead the organization’s human resources team and support equity initiatives to create a sustainable, healthy, and coherent organizational culture that aligns with CAP’s core values and strategic directions. The DPC will ensure organization-wide alignment, cohesion, and impact in the planning and implementation of organization priorities.

This position is stationed in CAP’s downtown Portland office but will occasionally travel to CAP’s other offices (SE Portland, Vancouver, WA, and Longview, WA). Some occasional evening and weekend work is required. This is a management, non-union-represented position.

COMPENSATION: $100,000 annually, Exempt

JOB DESCRIPTION
The DPC will:

• provide department- and agency-level leadership on human resources, equity, and culture functions;

• support the organization’s initiatives to create a sustainable, healthy, and coherent organizational culture;

• support the implementation of an overarching vision of justice, equity diversity, and inclusion at the programmatic and at the administrative level that works to eliminate systemic organizational marginalization and promotes inclusive and equitable practices;

• help transform the organization’s human resources and capital processes, systems, and policies to meet the needs of the agency as we continue to evolve and grow;

• ensure human resource functions align with CAP’s core values and strategic directions;

• evolve and build human resource functions and systems for future growth and expansion;

• serve as a resource for policy, performance, and culture concerns for CAP management and leadership teams, including coaching, best practices, facilitated discussions, and collaborative problem resolution;

• develop and maintain strong collaborative relationships with community organizations and other health and human service providers; and

• in partnership with the Executive Leadership Team (“ELT”) maintain a collaborative relationship with unionized staff and union executive leadership, both in times of collective bargaining and throughout the contract cycle.

REPORTING RELATIONSHIPS

The DPC will report to the General Counsel / Chief Impact Officer (“GC/CIO”) and be part of the Executive Leadership Team. The human resource team, including the Deputy Director of Equity, and the Deputy Director of Mission & Culture, the Payroll Specialist, the Human Resource Team Lead, and the Human Resource Associate, will report to the Director of People and Culture for day-to-day supervision. The Deputy Director of Equity and the Deputy Director of Mission & Culture report to the GC/CIO for strategic supervision.

PRIMARY RESPONSIBILITIES

Human Resources Functions

The DPC will:

• function as a strategic advisor to the ELT on key organizational and management issues;

• work with the departments and staff to resolve disputes and conduct mediations based in restorative justice processes;

• design, oversee and implement compensation and salary structures, balance staffing needs with cost controls, and help ensure that policies, procedures and programs are in alignment with the organization’s overall strategic objectives and HR vision

• provide overall leadership and guidance to the human resources function including talent acquisition, career development, succession planning, retention, training, leadership development, compensation, and benefits;

• supervise and collaborate with the human resources team to establish and implement efforts that effectively communicate and support CAP’s mission and strategic vision to employee’s agency-wide; and

• oversee and support designated committees, including but not limited to Workforce Wellness and People & Culture subcommittees.

Equity & Culture Functions

The DPC will:

• in partnership with the GC/CIO and the Deputy Director of Mission & Culture help define the overarching vision, identity, and strategy to continually strengthen CAP’s culture and practices;

• collaborate with the Deputy Director of Mission & Culture, ELT, and other internal leaders on building and unifying culture across CAP’s various locations;

• in partnership with the GC/CIO and the Deputy Director of Equity, help advance the integration of justice, equity, diversity, and inclusion work throughout the organization;

• collaborate with the Deputy Director of Equity, ELT, and other internal leaders to achieve CAP’s justice, diversity, equity, and inclusion goals across CAP’s various locations;

• assist in the development and implementation of mission and culture and equity and inclusion initiatives within the department; and

• participate and engage in culture- and equity-based trainings, workshops, and team discussions.

Project Management, Planning, & Alignment Functions

The Director of People and Culture will:

• ensure organization-wide alignment, communication, and cohesion;

• play a key role in strategic planning;

• project manage Board and staff retreat planning;

• ensure cross-functional coordination of and collaboration on organization-wide projects and initiatives;

• develop a strategy to improve and streamline organization-wide and cross-level communication and initiatives;

• maximize cross-departmental opportunities and troubleshoot cross-function challenges, as needed;

• maintain project management tools with organizational work plans to increase cross-department collaboration on major programs, initiatives, projects, and functions;

• design and lead processes to set and continually assess organizational priorities and progress;

• develop a strategy to encourage after-action review of key projects;

• manage annual and multi-year work planning processes, and align these processes with staff retreats, Board meetings, and fiscal year budgeting;

• steward organizational development planning and processes; and

• prepare monthly and quarterly reports on organizational progress for the ELT (e.g., CEO, CFO, and GC/CIO), Board, and others as needed.

REQUIRED COMPETENCIES AND QUALIFICATIONS

• certified as either SHRM-SCP or SPHR or ability and commitment to obtain same

• 5 to 7 years of senior / executive level human resource experience preferably at a nonprofit organization with at least 100 employees

• exceptional leadership skills

• an ability to develop and monitor indicators of organizational culture and engage employees and senior leadership to create organizational change

• a deep commitment to intersectionality-centered equity and an ability to engage with diverse staff and leadership to promote trust, collaboration, and partnership across departments and levels of leadership

• a deep understanding of Human Resource compliance for both Oregon and Washington

PREFERRED COMPETENCIES AND QUALIFICATIONS

• experience that demonstrates fluency engaging with communities of color, LGBTQ+ communities, and communities impacted by HIV

• cultural competency across multiple diverse communities

• excellent communication and presentation skills

• excellent judgment, organizational sensitivity, and the ability to act collaboratively and independently

• an ability to create and maintain relationships with national and local LGBTQ+, HIV/AIDS groups, and health-related organizations from all communities

• experience supporting or working with a unionized workforce

• Experience implementing and managing HRIS and culture engagement software (Culture Amp preferred)

• A graduate level degree or commensurate work experience
