    ROLE OVERVIEW

    The Chief Talent Officer sets the talent vision and strategy for Camden City School District. The Chief Talent Officer will lead Camden City School District’s human capital efforts, ensuring that the district is attracting and retaining high-quality talent while also creating opportunities for growth and professional development for central office and school-based staff. The Chief Talent Officer will develop and implement a transformational talent strategy for the district that builds and improves upon existing processes and systems. The Chief Talent Officer will be responsible for identifying and executing best practices in talent management as well as serving as in-house expert and counselor on all talent-related issues. The Chief Talent Officer will hold a critical senior leadership position in the district and will serve on the Superintendent’s Executive Leadership Team.

    MINIMUM REQUIREMENTS

    • Master’s degree from an accredited college or university
    • A minimum of 10 years of professional experience with a significant amount of time spent in talent management roles coupled with a strong track record of experience and equity-driven results at a senior level
    • At least 3-4 years of experience successfully managing adults towards achieving ambitious outcomes
    • Demonstrated experience with multi-year strategic planning and communication
    • Demonstrated experience leading complex change management efforts
    • A valid driver’s license as well as current insurance and vehicle with valid registration
    • Required criminal history background check, physical and proof of U.S. citizenship or legal resident alien status
    • Submission of a work sample from current or previous employment that reflects the below listed competencies as applied to a task relevant to Chief Talent Officer responsibilities.

    PREFERRED REQUIREMENTS

    • Human capital work experience within a school district, charter school network, or non-profit organization
    • Experience working in a low-income urban school district

    ROLE & RESPONSIBILITIES

    Major responsibilities of the role include, but are not limited to:

    Talent Strategy & Organizational Development

    • Develop talent management strategy that enables District leadership to identify short-term and long-term talent needs; optimize staff performance; recruit high-quality and diverse staff; utilize sound management practices; fulfill its commitment to diversity and inclusion; and deliver first class personnel services
    • Advise executive leadership regarding key talent issues, including employee retention, compensation and benefits and general HR compliance
    • Lead system wide talent planning in connection with the budget planning process
    • Lead efforts to establish and maintain an organizational culture that reflects qualities of trust, goal-orientation, appreciation, performance, resilience, support

    Recruitment, Staffing and Onboarding

    Through the management of a Recruitment and Staffing Team:

    • Recruit and on-board high-quality diverse staff, with a focus on building pipelines for hard-to-fill instructional positions
    • Implement best-in-class onboarding processes that engage new hires, expedites the time between offer acceptance and start dates, and minimizes attrition
    • Develop high-functioning systems for delivering critical personnel services, including salary advancement, tuition reimbursement, stipends, compensation review and per diem services
    • Implement annual staffing processes, including processes related to transfers, placement notifications, employment status notifications and roster development and distribution
    • Ensure compliance with legal requirements for employment eligibility, including certification requirements, Title I requirements and any other applicable guidelines
    • Manage the District’s utilization of substitutes, contract workers and part-time employees

    Human Resources

    Through the management of Human Resources Team:

    • Ensure the District offers and administers comprehensive health benefits in compliance with legal requirements and District priorities
    • Oversee employee relations matters including the resolution of workplace conflicts, investigation of workplace misconduct, involuntary separations and internal policy interpretations; and, develop strategies to improve communication between management and staff regarding conflicts and grievances
    • Administer procedures related to extended absences, including those related to FMLA, Workers’ Compensation, NJFLA
    • Ensure critical personnel services are provided efficiently, including employee verification, personnel file maintenance

    Evaluation and Talent Data

    Through the management of the Evaluation and Talent Data Team:

    • Ensure annual performance evaluations occur for all staff, with a focus on evaluations of instructional staff and compliance with TEACH NJ Act
    • Ensure the accuracy and completeness of staff data collection and storage efforts
    • Maintain and track information critical to talent operations and employee performance, including vacancy rates, seniority, onboarding, roster placements, demographic data,
    • etc.

    Affirmative Action and Equity

    Through the Affirmative Action Officer:

    • Coordinate and implement the district’s efforts to meet and exceed federal and State requirements for affirmative action, equity in educational programs (N.J.A.C. 6: 4.1 et seq.), and the elimination of sexual harassment.
    • Monitor and periodically review Board policies to ensure compliance with all applicable equal educational, affirmative action, and sexual harassment requirements.

    Labor Relations

    • Administer and manage administration of labor contracts; provide interpretation of labor contracts to managers and employees; oversee processes for review and resolution of employee grievances.
    • Advise managers and employees on sensitive labor and employee relations matters, including grievance and arbitration procedures, performance issues and disciplinary actions; advise and assist managers in identifying employee relations issues and determining appropriate course of action
    • Facilitate on-going communication and working relationships with employee representative organizations including coordination of joint labor-management committees

    The Chief Talent Officer may also take on other tasks and responsibilities as assigned by their supervisor, the Superintendent and/or other members of the senior leadership team.
