Job summary

The Ministry of Defense Advisors (MoDA) FMS (Foreign Military Sales) Operations Specialist shall provide administrative support services for the Defense Security Cooperation Agency (DSCA) Ministry of Defense Advisors program to the Kuwait and Qatar. This will involve deployment operations and sustainment support, to include supporting on-boarding, pre-deployment, deployment and life support operations.

The MoDA program supports institutional capacity building by deploying trained, senior civilian experts as advisors to partner nation ministries of defense and regional organizations with security missions.

This position will be responsible for conducting business between the hours of 0600 AM to 1430 PM Pacific Time (arriving no earlier than 4:30 AM and departing no later than 6:30 PM), Monday thru Friday (except Federal holidays or when the Government facility or off-site location is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings). Surge hours in excess of 40 hours per week may occasionally be required to support the ISG/MoDA FMS Mission.

This is a subcontractor position with Team Teya, providing on-site contract support to the Institute for Security Governance (ISG) located in Monterey, CA. ISG is part of the Defense Security Cooperation Agency. The employee is required to be based in or around Monterey, CA. This position is a hybrid telework and on-site schedule.

Duties

Deployment Operations and Sustainment Support:

Responsible for supporting the on-boarding, pre-deployment, deployment and life support operations for the Defense Security Cooperation Agency Ministry of Defense Advisors program to the countries of Kuwait and Qatar. The Operations Specialist shall:

• Liaise between the MoDA program management staff and the Kuwait and Qatar MoDA Supervisor and the relevant Kuwait/Qatar organizations (United States Military Training Mission [USMTM], etc.) in order to develop and implement a standard operating procedure for the facilitation and completion of applicable requirements for the Kuwait/Qatar MoDA advisor team’s deployment, stay and re-deployment to/from Kuwait/Qatar.
• Assists program management staff developing the schedule for and implementation of onboarding new Kuwait/Qatar MoDA Hires.
• Support the tracking and ing Kuwait/Qatar MoDAs completion of all pre-deployment tasks to include, PCS orders medical clearances; Specific Individual Readiness Training (TSIRT), dependent needs and emergency contact aspects; security clearance transfer; travel requirements, Government credit card, APACS, and any other information or certifications needed to deploy to Kuwait/Qatar.
• Provide consistent and measured guidance in consultation with the Kuwait/Qatar MoDA supervisor and program management team to MoDA advisors as they work through their MoDA training and deployments.
• Coordinate with USMTM or other applicable Kuwait/Qatar USG stakeholders in accordance with established (and/or develop) standard Operating Procedures (SOP).
• Assist advisors throughout lifecycle of MoDA through training, deployment, extension and redeployment regarding requests for, and through the vouchering out.
• In consultation with the Kuwait/Qatar MoDA Supervisors, support the coordination of all aspects of life sustaining support while MoDAs are deployed (i.e. any issues ranging from interim and permanent housing, cars/transportation, medical, access to base/government facilities or assets, IT/phone requirements, travel, etc.)
• Provide updates to management supervisors on timetables.
• Support other aspects of MoDA program deployment and management as needed.
• Support COVID-19 requirements, authorized departure, and Funded Environmental and Morale Leave (FEML), as applicable.

Position requirements

• Secret Level Clearance is desirable. The ability to obtain a Secret Clearance level is required.
• Must be based in the Monterey, CA area.
• Must be a US Citizen.

Qualifications and Education Requirements

• An undergraduate degree in the discipline of business administration, political science, public policy, international relations, communications, or related field. Significant Military experience can serve as a substitute for an undergraduate degree.
• Possess strong communication and interpersonal skills and work effectively in a team operational environment.
• Demonstrate effective time management and organization skills to synchronize planning schedules for multiple projects.
• Ability to manage risk, conducts analysis, and recommends solutions in an effective manner.
• Be detail-oriented, with the ability to coordinate multiple lines of effort across all projects.
• More than a year of recent experience working in administrative and clerical support functions.
• Familiarity with Department of Defense travel procedures, ICASS, DTS and reimbursement systems.is preferred.

• Knowledge and ability to operate Windows based programs including Outlook, Microsoft (MS) Word, Excel, and PowerPoint (PPT).
• Knowledge and ability to operate a Personal Computer (PC), Macintosh (MAC), printer, scanner, and facsimile.

Preferred skills

• Knowledge of Microsoft Teams and OneNote.
• Experience or familiarity working with military or government agencies.
