The Boeing Company is seeking a Senior Engineer to join the team. This position is located in Everett, WA.

Candidate will be responsible to provide broad based technical, business, and integration leadership for the development and execution of large magnitude project, program, and team plans. Develops export statement of work, identifies export constraints and risks, obtains export authorizations, advises and represents program leadership in technical discussions with US government export regulators shaping export regulatory landscape to satisfy research and development, ongoing, and new business requirements success.

Position Responsibilities:
Monitor development and usage of emerging technology within BCA programs and projects and anticipate potential impact of export regulations to BCA initiatives. Work with Program leadership to develop program strategies, approaches, and plans to address export constraints.

Combine knowledge of technical issues and US Government export regulatory criteria to methodically establish appropriate export classifications for emerging technologies in technical areas.

Identify and develop appropriate regulation changes to be proposed to the US Government.

Consult to BCA programs in export classification analysis regarding UAS, encryption, propulsion, avionics, onboard networks, and other onboard systems, software and technology.

Serve as BCA Focal for export regulatory interpretation, analysis, and change. Identify potential impacts to BCA stemming from existing or proposed regulatory changes and identify necessary amendments in program SOW driven by regulatory change;

Lead development of interpretations of technical US Government regulations relating to export of UAS, encryption, propulsion, avionics, onboard networks, and other onboard systems, software and technology.

Work in concert with representatives from industry and from the US. Departments of Commerce, Defense, and State to standardize and clarify interpretations of existing export regulatory language and update export controls based on recent technical advancements and changes in global availability.

Lead BCA activities to evaluate US Government-proposed regulatory change, work with Boeing subject matter experts in multiple engineering functional disciplines including UAS, encryption, propulsion, avionics, onboard networks, and other onboard systems, software and technology.

Determine project or program impacts and generate formal BCA technical comments to US Government proposed rules.

Define requirements for a new BCA data analytics system for export analysis;

Work with Boeing -Government Relations to establish interpretations, resolve technical issues relating to export licensing.

Provide or coordinate development of technical and market data to substantiate Boeing positions in negotiations with US Government Regulators;

Provides the Engineering leadership to a team representing multiple skill areas, which may include internal and external resources and customers. Develops statement of work (SOW) to satisfy research and development, ongoing and new business requirements.

Works with customers and management to obtain approval. Responds to changes to SOW, assesses the impact and negotiates proposed changes to determine modifications to the deliverables, resources, costs and schedules.

Leads project execution to complete the work statement. Identifies performance metrics. Plans, identifies, and coordinates resources required over the life of the project or program.

This position is expected to be onsite four days a week. The selected candidate will be required to work onsite at one of the listed location options.

The position must meet Export Control compliance requirements, therefore a “US Person” as defined by 22 C.F.R. § 120.15 is required. “US Person” includes US Citizen, lawful permanent resident, refugee, or asylee.

Basic Qualifications (Required Skills/Experience):
Bachelor, Master or Doctorate of Science degree from an accredited course of study, in engineering, computer science, mathematics, physics or chemistry

5+ years of experience in program execution from concept development, design reviews, verification and qualification, hardware/software delivery and sustainment

5+Experience with one or more of the following: System Engineering/Verification, Mission Assurance, System Safety, and/or Material Review Board

Preferred Qualifications (Desired Skills/Experience):
Experience with BCA design tools and processes

Experience with U.S. Export Control Regulations

Experience dealing with regulatory agencies or federal regulations

Experience working in or in support of Engineering

Familiarity with UAS, encryption, propulsion, avionics, onboard networks, systems, software and technology.

Familiarity with military derivative aircraft and systems

Experience working with compliance to export or other US Government regulations

Knowledge of BCA design and production systems, airplane programs, customer support, and product development

Knowledge of BCA engineering systems (Enovia, PDM, REDARS, etc.)

Knowledge of data analytics and data analysis

Typical Education/Experience:
Bachelor’s degree and typically 9 or more years’ experience in an engineering classification or a Master’s degree with typically 7 or more years’ experience in an engineering classification or a PhD degree with typically 4 or more years’ experience in an engineering classification.

Please note that the salary information shown below is a general guideline only. Salaries are based upon candidate experience and qualifications, as well as market and business considerations.

Summary pay range: $128,350 – $173,650
