Job Summary: This role will lead and scale core operational processes, systems & vendor management, HR compliance, operational reporting & analytics, and will build a high-performing team that supports the delivery of talent acquisition operations for BILH. Oversees the Talent Acquisition operations team which includes the onboarding team, talent acquisition marketing/branding and sourcing team for BILH Talent Acquisition. This role will work closely with BILH System leaders in guiding and developing a team that will execute proactive talent acquisition strategies to source, screen, select and onboard top talent for all positions across BILH. This person will be responsible for gaining a firm understanding of current TA processes, policies and technologies with the goal of maximizing and improving the BILH Talent Acquisition operations and sourcing functions.
Essential Responsibilities:
Responsible for designing and managing an onboarding team that supports the entire onboarding for external or internal candidates for positions at all levels while ensuring a positive candidate experience for all candidates, TA partners and hiring leaders.
Manages, evaluates, develops and coaches the team, ensuring individual and team performance meets desired outcomes and Service Level Agreements.
Forecasts demand and team capacity, workload balancing, creates operational processes and inspection mechanisms, and develops team members on new and existing tasks to meet and exceed operational expectations.
Design and implement a talent acquisition strategy and processes that establish and maintain a diverse pipeline of candidates across all business functions. Define and measure the success of our strategies through analytics and insights.
Design and implement in partnership with our Marketing and Communications teams to create social media campaigns. Create excitement within our talent communities by sharing BILH’s value proposition and our diversity, equity and inclusion story and commitment.
Partners closely with BILH Talent Acquisition leadership & staff to identify, implement & leverage cost-effective marketing initiatives, vendor relationships and tech to ensure proactive & efficient staffing strategies.
Works closely with BILH TA Leadership to implement departmental goals, objectives and systems that correspond with the organizational strategy.
Responsible for the oversight of the BILH Contingent Worker and Traveler workforce. Focus on ensuring accurate compliance of all clinical temporary/travelers resources, coordinate with leaders to ensure appropriate onboarding and competency are completed prior to arrival to BILH, and collaborate with staffing vendors to remove or escalate barriers as needed.
Assists BILH TA leadership in managing balanced scorecard of metrics for accurate measure of the effectiveness, efficiency, and quality of processes and outcomes for talent acquisition. Analyzes data and makes appropriate recommendations for continuous process improvement.
Maintains knowledge of applicable Federal, State, local laws & regulations. Assures compliance with all organizational, state, federal and local regulatory laws, standards and practices. Serve as executive search consultant to coordinate leadership searches working collaboratively with senior executive(s).
Has the authority to direct and support employees daily work activities. Has authority to undertake or recommend the following employment actions: hiring, termination, corrective action and performance reviews. Direct Reports: None Indirect Reports: None

Required Qualifications:
Bachelor’s degree required. Master’s degree in MBA, HR, or other related degree preferred preferred.
8-10 years related work experience required and 5-8 years supervisory/management experience required
Experience leading the implementation of system-wide recruitment technology and/or recruitment marketing initiatives, including ATS, SEO Sites, Career sites; pre-employment assessments; SkillSurvey reference tool, etc.
Experience with computer systems required, including web based applications and some Microsoft Office applications which may include Outlook, Word, Excel, PowerPoint or Access. Preferred Qualifications:
HR leadership experience in Healthcare organizations and/or in large/complex organizations.
LEAN or Six Sigma experience improving HR processes and customer experience. Competencies:
