Position Overview
Arnold Ventures’ Higher Education initiative aims to advance policies that promote value and quality in higher education, with a particular emphasis on improving outcomes for traditionally underserved students. We work with teams of experts from inside and outside government and across disciplines to strengthen the United States’ higher education system through research, evidence, testing innovative pilot programs, litigation, policy change, and advocacy.
We are seeking a Senior Fellow to lead our policy development work. This person will research, draft and publish high-impact policy analyses and proposals, as well as work directly with policymakers to provide technical assistance on higher education policy. The Senior Fellow will be an integral part of the Higher Education team, providing insights and support as the team executes its strategy. This position will be located in our DC office and report to the Director of Higher Education.
Core Responsibilities

• In collaboration with the Director of Higher Education, identify areas for policy development, and lead the research, analysis, and drafting of policy white papers and legislative or regulatory specs
• Lead the drafting of public comments in response to regulatory actions or Requests for Information
• Provide technical assistance to policymakers as they craft higher education policy
• Provide thought partnership to grantees on policy development
• Represent Arnold Ventures as a content expert at conferences, on panels, and with the media.
• Develop and manage relationships with key stakeholders, experts, and new and existing grantees
• Support the Higher Education team by providing input on strategy, investments, and communications

Term & Location
The Higher Education Fellow will be a regular, full-time position and eligible to participate in Arnold Ventures’ benefits plan. While the term of the position is not guaranteed, it is anticipated that the Higher Education Fellow will be appointed for a two-year fixed term.

Required Qualifications*

• BA/BS required
• 10 years of relevant work experience with a focus on higher education policy development and analysis
• Excellent oral and written communication skills, with the ability to craft concrete policy solutions and communicate those solutions both to content experts and to diverse, nontechnical audiences
