Kūpono Government Services LLC is looking for a qualified Finance Manager to support the Pacific Missile Range Facility (PMRF) on Kaua’i.

The Finance Manager will supervise, lead, and direct the overall financial team and accounting systems for the PMRF Contract, a joint venture with four sets of books. The Finance Manager is also responsible for providing accurate, timely and reliable financial reporting and ensuring organizational accountability. The ideal candidate will assist the financial leadership team with strategic planning. This position reports to the PMRF Finance Section Head.

JOB DESCRIPTION:

• Responsible for the management and supervision of the financial operation in accordance with current policies, regulations and directives as mandated by Generally Accepted Accounting Practices (GAAP), US Government Cost Accounting Standards (CAS), and the US Federal Acquisitions Regulations (FAR).
• Primary responsibilities include management, monitoring and control of a variety of functional areas to include Budgeting, Forecasting, Payroll, Accounts Payable, Invoicing, Cash Flow Management, GL Account Reconciliations, Consolidated Financial Statements Preparation & Reporting. Reporting to include those reports required to support contingency plans, budgeting and analysis of cost growth or under-runs.
• Assist the SR. Finance Lead with developing the annual operating plans as well as a joint operating budget complete with cost account center activity and Contract Line-Item Number (CLIN) items as required.
• Interfaces with multiple internal and external auditors to include the Defense Contract Audit Agency (DCAA).
• Coordinates all matters affecting the project accounting and budget with the Contracting Officer, Senior Management, and appropriate Corporate Headquarters.
• Supervises the finance staff. Monitors and reviews performance and provides subordinates with counseling, training, and guidance as required.
• Participates in the development, revisions and updates to company accounting and reporting programs to support all contractual requirements.
• Prepares Incurred Cost and assist with the annual audits.
• Assist in the reviews Add-On Proposals and Cost Estimates.
• Reconcile financial discrepancies by collecting and analyzing account information.
• Protect the company’s value by keeping information confidential.
• Act as a mentor within the finance organization
• Achieves accounting operational objectives by contributing accounting information and recommendations to operational plans and reviews; preparing and completing action plans; resolving problems; completing audits; identifying trends; determining system improvements; implementing change.
• Enforces all work and safety rules
• Performs other duties as required.

REQUIRED SKILLS AND EXPERIENCE:

• Ten (10) years of experience in finance and accounting with three (3) years of strong supervisory experience to manage the performance and operational effectiveness of the accounting team and contract.
• General Ledger, budgeting, estimating, and reporting, preferably with a logistical service support organization.
• Must have significant experience with Government contracts and FAR administration.
• Joint Venture accounting and financial system implementation/conversion.
• Must be knowledgeable in word processing and spreadsheet software programs.
• CostPoint Experience a plus.
• Attention to detail.
• Strong interpersonal, monitoring and customer service skills required.

DEGREE/EDUCATION/CERTIFICATION REQUIREMENT:

• B.S. in Accounting or related field such as business administration or finance from a U.S. accredited college or university.
• Experience can be substituted for education.
• Strong knowledge of GAAP and Financial Statements.

CITIZENSHIP/SECURITY CLEARANCE REQUIREMENTS:

• Must be able to obtain and maintain the appropriate security clearance (Secret clearance).
