Akton are currently recruiting on behalf of a client who are looking for a talented Highways Engineer to work on the PAG contract, based in Glasgow.

This will give you a fantastic opportunity to work within a multi-disciplinary team to carry out auditing and monitoring of contractors working on the technical, financial, and commercial management of maintenance and improvements on the Scottish trunk road network.

Role Requirements

Chartered Civil Engineer or equivalent significant experience of auditing, monitoring, investigation and analysis of technical, contractual, and commercial issues relevant to the construction, management and maintenance of a roads network.

Significant knowledge of auditing, monitoring, investigation and analysis of technical and commercial issues relevant to the construction, management and maintenance of a roads network.

Moderate knowledge of the operation and maintenance processes and procedures associated with a roads network.

Key Tasks

• Investigate, analyse and report on technical compliance with supplier contracts.
• Work with MTCEs and System Auditors to produce and update annual programmes on a weekly/monthly basis as required. Retain overall ownership of programmes to ensure content and focus is reflective of the PAG Risk Register (identifying schemes/cyclic activities to be monitored and reported on).
• Liaise with and coordinate delivery for a consistent cross unit approach with other members of the PAG team (technical, finance and contracts and commercial).
• Review MTCE, System Auditor and Site Technician deliverables, ensure various report registers (Audit, Monitoring, ORI) are up to date.
• Ensure quality of reporting and communication, internally and externally.
• Discuss Supplier performance, establish patterns, identify areas of concern and potential mitigations, address any ad-hoc issues.
• Populate Monthly Dashboard Report datasheets.
• Contribute to Annual Report.
• Deliver Winter and Incident Response Reports as required.
• Review and provide comments on Supplier procedures/plans as required (such as DRMP Wind Plans, Incident Response plans etc).
• Attend Supplier programming & design meeting. Note this may be shared with MTCE on a bi-monthly basis, OE attending one month, MTCE attending the next.
• Attend Progress Meeting with Transport Scotland and Operating Company Representative.
• Attend Pre-Progress meeting catch-up with Suppliers.
• Analyse programmes of works submitted by Suppliers and report on the value for money being provided by Suppliers to Transport Scotland.
• Investigate, analyse and report on technical solutions proposed by Suppliers taking account of technical options, good practice and value for money.
• To be fully conversant with and understand the relevant Supplier contracts.
• Coordinate unit team to ensure successful delivery of services.
