JOB TITLE: Road Safety Engineer

LOCATION: Hounslow (Mainly remote, site visits & office based when required)

PAY RATE: £40-£50 hourly

START DATE: ASAP

DURATION/Hours: 3-month initial contract/ 36 hours a week

Purpose of the role:

• You will manage a programme of development related highway works, working with developers, council colleagues and our contractors Hounslow Highways to ensure that works are designed and implemented in accordance with council requirements. You will have an excellent understanding of the processes involved in approving highway designs.
• You will analyse the council’s annual road safety reporting and identify locations where road safety interventions could be introduced. Where interventions are identified you will undertake the feasibility and design of road safety related schemes, working with colleagues in our Traffic and Capital Delivery team, including implementation as required.
• You will work with external consultants, Hounslow Highways and other council departments to deliver the road safety related initiatives and schemes on time and to budget.

Key accountabilities:

• You will work with developers and colleagues within the council to ensure design and delivery of development related highway works is in accordance with planning permissions and the council’s Local Implementation Plan. You will be the point of contact between the Council, developers and their consultants, Hounslow Highways, the council’s legal advisors and other internal and external colleagues to ensure that due process is followed in approving highway works, ensuring records are kept as appropriate, certificates and approvals are issued in a timely manner, and that all payments due to the council are made in accordance with agreed timescales.
• You will assist the Traffic Transport & Parking team in delivering on its targets for casualty reduction through the delivery of schemes that improve road safety. You will identify and design road safety related schemes in response to the council’s road safety reporting and in accordance with the Council’s Local Implementation Plan, ensuring documented reviews of the Network Management Duty, and Public Sector Equality Duty
• You will prepare concept and engineering designs of appropriate detail at each stage of a scheme for peer review and public consultation where appropriate using AutoCAD and other specialist design software to produce scheme designs as and when required
• You will be the point of contact between the Council, the Council’s design consultants and Hounslow Highways to ensure that designs for road safety schemes are practical, in-line with best practice and in accordance with all technical, financial and administrative criteria; maintaining accurate and well organised records throughout
• You will be responsible for supervision of budgets/works devolved to the postholder, and responsible for receipt of payments to the council and supervision of contractors/temporary staff as and when required. You will actively monitor project budgets as allocated, up to a value of £3m and produce bills of quantities for designs
• You will occasionally carry out duties outside normal office hours as required, such as site visits or assisting with public consultations.

Knowledge and experience:

• You will have a degree in Civil Engineering or an equivalent qualification in a relevant subject or comparable experience.
• A RoSPA or Road Safety Auditing qualification would be desirable.
• Experience of delivering road safety engineering improvements focussed on pedestrians and cyclists
• Experience of the s278 (Highways Act) process and ability to review engineering/construction drawings to ensure they meet required standards, including Road Safety Audit review, working with developers and council contractor to facilitate technical approval.
• Experience of reviewing collision data, identifying locations for intervention, identifying solutions, and working with colleagues to produce feasibility designs
