Position Description
Effectively manage the development and execution of a broad range of facility and pipeline projects, including marine, rail, and truck terminals, liquid product pipelines, and storage tanks, leading and managing the efforts of cross-functional project team members.
The primary function of this position will be project development for the Terminals and Products Pipe Line business units, though may be relied upon to Execute Construction of projects as needed.
Other responsibilities include, but are not limited to :
Project Safety – Project managers will lead all aspects of project safety, both directly and by example. Consider potential environmental, health, security and safety consequences of project design and execution.
Ensure that all project staff, contractors, suppliers, and others involved with project are sufficiently trained and informed on Kinder Morgan SQE protocols, safe work practices and specific hazards related to project scope.
Project Development – Support the Project Development Group with scope and estimate development. Draft PFD’s, layout, preliminary P&ID’s, sketch isometric pipe designs, and develop BOM’s.
Preparation of project design basis memorandum (DBM), staffing and indirect estimate, as well as execution plan. Prepare funding (AFE) request and organize project team, in anticipation of project execution.
Project Design – Follow the engineering stage gate process, involving and incorporating input from internal stakeholders / customers project engineering and design effort.
Direct and manage internal and external design resources for completion of construction drawings packages. Conduct reviews of all design documents to validate designs (dual verification).
Control scope growth and track cost deviations, during design. Complete all plans and specifications as needed to bid projects for construction, in compliance with Kinder Morgan and industry codes and standards.
Project Schedule – Develop, review, and maintain project schedules, for both proposal and execution projects. Facilitate planning sessions, leveraging input from Operations, Permitting, Land / ROW, Commissioning, and others.
Document project baseline schedule (plan) and ensure that project is executed in accordance with project plan. Track progress of engineering / design, procurement, construction, and commissioning efforts, against approved project plan.
Procurement – Solicit material and service quotes / pricing, by preparing request for quotation (RFQ) and request for proposal (RFP) packages, including comprehensive, detailed scope-of-work (SOW), design drawings, specifications, datasheets, and other project scope documents.
Evaluate and condition vendor quotes and contractor proposals, reviewing exceptions, clarifications, and requests for information.
Manage contract negotiations and generally manage all aspects of vendor and contractor performance, according to contract and purchase order documents.
Construction – Manage project execution team, including construction managers, construction inspectors, site safety personnel, field engineers and project administrators.
Control and manage contractor activities on Kinder Morgan project sites. Coordinate closely with Kinder Morgan Operations and Maintenance personnel and ensure project execution in compliance with KM site-specific procedures (SSP).
Cost Control – Execute project in accordance with project budget, tracking all expenditures, as well as trends and deviations.
Actively and regularly forecast estimate-at-completion (EAC) costs and prepare all required project cost s. Track and manage supplier and contractor change orders and support the preparation of accruals and other financial ing.
Quality Assurance & Control – Monitor and manage contractor and vendor construction and fabrication efforts, in accordance with regulatory requirements, industry codes, KM standards, and project design drawings and specifications.
Ensure that all required quality documentation is collected and properly stored during course of project. Ensure appropriate QA / QC during design and construction phases.
Ensure that all requirements of environmental permits are met during construction and that the project as constructed will fulfill the permit requirements when the assets are placed in-service.
Travel is required and anticipated as 10 to 30 percent across a broad geographic region
Position may be filled at various levels depending on experience and job skills of the successful candidate

Educational Requirements :
Undergraduate (Bachelor level) degree, from an accredited institution in Engineering, is required.
