CenCal Health Hiring for Healthcare Business Analyst at Santa Barbara, CA Full Time

CenCal Health is a publicly-funded managed care organization that provides health care coverage for residents in Santa Barbara and San Luis Obispo counties. We are currently seeking a Quality Measurement Specialist to support our growing business.

Job Description

The Business Analyst is responsible for working with all CenCal Health business clients and end users to assess and elicit their business needs and assist in finding acceptable solutions. This includes reviewing, analyzing, and evaluating business needs, objectives, and processes, recommending sound solutions, and translating them into formal business documents. The Business Analyst will ensure that recommended solutions meet current and anticipated business needs and can be supported by the IT environment. The EPMO BA will assist with development and on-going support of EPMO activities.

Duties & Responsibilities

• Consults with external and internal CenCal Health business clients, end users, and project management team to analyze procedures and processes, and identify, define, and document opportunities for improvement
• Works openly and collaboratively with EPMO staff at all phases of the project lifecycle
• Analyze business objectives in relationship with the Health Information System to identify feasible solutions
• Document current and future work flows, utilizing process flow diagrams, entity-relationship diagrams, and flow charts
• Elicit, document, and organize business and functional requirements
• Participates in aspects of project management, including requirements gathering, scope definition, design, and drafting test plans
• Assist project managers and project leads with the development of project documentation
• Coordinates project activities, including product demonstrations, testing, and feedback sessions
• Studies existing information-processing systems to evaluate effectiveness and promote enhancements in systems to improve production or workflow as required
• Performs other related duties/responsibilities as assigned or requested
• Other duties as assigned

Qualifications

Knowledge/Skills/Abilities

Required:

• Must have excellent customer service skills
• Ability to work effectively with key stakeholders, up to senior management
• Excellent written and communication skills, including technical writing skills
• Demonstrates knowledge of project management methodologies
• Demonstrates experience with software-development life cycle
• Demonstrates knowledge of health care business processes, including claims and eligibility processing, benefits, and authorizations. Medi-Cal preferred
• Demonstrates objectivity and evidence-based reasoning
• Must be able to attend meetings and participate in small teams effectively
• Wide variety of computer skills including Word, Excel, PowerPoint, Outlook, and Visio
• Knowledge of SQL with the ability to create queries for simple s and statistics

Education & Experience

• Bachelor’s degree in computer science/IT/Business related field ; or an equivalent combination of education and relevant experience may be qualifying
• Three (3) years’ experience working as a business analyst
• Knowledge of application development domain
• Knowledge of Healthcare data elements
