Suburban Rail Loop (SRL) is an integrated transport infrastructure and precincts planning project that will deliver a 90km rail line linking every major train service from the Frankston Line to the Werribee Line via Melbourne Airport, as well as investment in the suburbs, better connecting Victorians to jobs, retail, education, health services and each other. Suburban Rail Loop Authority (SRLA) is the statutory body established to plan all elements of the project, procure builders, develop structure planning for SRL Precincts and oversee construction and the other changes that will help transform Melbourne and Victoria.

About the opportunity

ing to the Deputy Director, Rail Operations, the Senior Manager, Passenger and Network Operations is responsible for leading the development, procurement, implementation and delivery of SRL’s passenger experience and front line operation plans, ensuring that the Suburban Rail Loop is ready for passenger service and performs to planned operational targets.

The Senior Manager, Passenger and Network Operations is a member of a high-performing rail operations team responsible for operations and maintenance planning, procurement, readiness and delivery of the Suburban Rail Loop railway. This role will support continued development of the Rail Operating Plan (ROP) and operations contractor requirements for the SRL. You will be an accomplished leader who is passionate about contributing to the delivery of large public infrastructure, working within a high-performing project team to drive exceptional outcomes. A trusted technical specialist, you enjoy working in a fast paced, performance focused environment where you can apply your highly developed problem-solving skills.

An ability to be responsive, adaptability to change, and well-developed stakeholder management skills will be critical in the delivery of the role.

About you

• Have the strong ability to provide authoritative and critical expert advice and recommendations to key senior stakeholders and executives, including CEO, Executive General Manager, project stakeholders, contractors and government departments on all aspects of rail passenger experience and network operation relevant to the SRL project, including project requirements, specifications and deviations, through the application of best practice methodology.
• Provide direction to project staff and consultants, pro-actively identify, manage and advise on key passenger experience and network operation risks and issues across the project, including development of strategic risk minimisation and mitigation strategies.
• Lead and oversee:

1. Development of rail operational and passenger safety requirements, processes and procedures
2. Development and delivery of SRL’s passenger experience strategies, plans and outcomes – these include station operation, passenger-facing staff deployment and incident response
3. Development and delivery of SRL’s staff deployment model covering stations, network roaming (including train attendance) and incident response
4. Specification of SRL’s normal and degraded mode operation outcomes from a passenger perspective
5. Development of SRL’s line-wide incident response plan with key stakeholders and contractors

• Lead the resource planning and people capability management for SRL passenger experience and network staff operation.
• Lead input into the development, assessment and management of rail operations related contracts, including tender documentation, development of operations performance metrics and passenger experience outcomes, station operation and passenger-facing staff deployment model, incident response plans, and manage contractor performance.
• Lead the development and implementation of SRL operational readiness plans for start-of-operation, in collaboration with key internal and external stakeholders, including contractors.
