This position is located at MARINE CORPS BASE QUANTICO, VA . Candidates selected for this position will serve as a TALENT MANAGEMENT SPECIALIST NF4.
Serves as Talent Management Specialist for Marine Corps Community Services (MCCS) Quantico. Assists in the management of the organization’s talent by performing a wide range of services in talent management areas to include: classification, recruitment, and placement. Performs assignments such as: (1) analyzing jobs, applying grading criteria, and recommending classifications; (2) developing job vacancy announcements, and reviewing and rating job applicants for positions; (3) conducting training on talent management topics including the staffing process and the use of talent management systems (PeopleSoft). Provides continuing technical advice and assistance to management in resolution of staffing problems. Applies knowledge of recruitment and placement principles and concepts, and knowledge of personnel management to identify, analyze, and resolve problems which require the interpretation and adaptation of policy and guides. Applies knowledge of human resources management systems, such as PeopleSoft, functional process improvements, and other automated personnel systems designed to support and supplement the recruitment process. Provides input to management for short and long-range analysis of personnel staffing requirements and resources. May evaluate trends in missions, technology, manpower, and fiscal resources and other factors influencing future needs. Advises management on various types of appointments and their appropriate application. Implements recruitment strategies toward the attainment of human resource management goals. Implements special recruitment programs to attract well-qualified candidates for positions where applicants are in short supply. Coordinates and/or participates in special events such as college recruitment and job fairs to solicit applications for hard-to-fill positions caused by labor market shortages, unique qualification requirements or other highly technical job requirements. Researches and coordinates special recruitment alternatives to attract highly qualified applicants for professional jobs including high level managerial positions. Develops and distributes vacancy announcements and initiates advertising efforts for the organization. Maximizes candidate sourcing by utilizing a variety of recruitment resources to include: internet/talent sources, social and digital media, partnerships and networking, and more. Uses PeopleSoft to conduct data and resume mining to network with internal and external candidates. Tracks analytical data regarding all facets of the hiring process, to include sourcing effectiveness, offer rate, accept rate, and other key performance indicators (KPIs) and criteria as needed. May prepare correspondence, draft policies, briefs, action documents, s, routing sheets, point papers, slide presentations and supporting documentation for presentations and proposals for use by management officials. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly s any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. This is a white-collar position where occasional lifting up to 20 lbs. may be required.
