Greater Portland Transit District Hiring for Human Resources Generalist I/II Full Time

SUMMARY DESCRIPTION

Join Greater Portland METRO as we work to expand public transportation and mobility in southern Maine. We are seeking an energetic Human Resources Generalist who can drive the recruiting and hiring process, onboard new employees and delivery new employee orientations, and assist with the administration of compensation and benefits programs. This is an employee facing position and is required to be on-site. The Level II role is distinguished from Level I by the increased complexity of the work and level of responsibility.

Essential Duties and Responsibilities: Human Resources Generalist I

• Coordinate the basic tasks of employee recruitment including creating and managing job postings; maintaining and distributing application materials and job announcements; using social media platforms, job boards, and external/internal agency website to promote open positions; attending job/career fairs.
• Screen applicants to determine qualified candidates for submission to hiring managers; coordinate the interview process and scheduling; ensure timely communications with managers and candidates; coordinate completion of all application documents; make offers and close the position by communicating with candidates not selected.
• Coordinate the employee onboarding process by coordinating completion of all pre-employment documents and activities; coordinate and administer new employee orientations and with managers to organize all required new employee training; work directly with employees to complete all required new employee documents and enrollments.
• Assist the Human Resources Manager with the administration of benefits programs: assist employees with benefits enrollment and changes; assist employees with FMLA approvals, applications for short/long-term disability insurance, and submission of worker’s compensation claims; coordinate with insurance providers to ensure complete, accurate and timely submittal of employee enrollments and changes; maintain an effective tracking system for employee leaves.
• Assist the Human Resources Manager with wage/salary administration: prepare forms for wage/salary changes and work closely with the Accounting Division to ensure information needed by that division to process payroll is accurate; prepare wage statements as needed.
• Assist the Human Resources Manager with compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance;
• Support the Human Resources Manager by maintaining organized record keeping and proper administration of personnel files and confidential medical files.
• Serve as a first point of contact and resource for agency employees about compensation, benefits, personnel policies and procedures, and human resource programs.
• Perform reconciliations of insurance billing statements and make necessary adjustments.
• Plan, coordinate, and manage employee events and recognition programs.
• Perform a variety of routine administrative tasks to support the Human Resources Manager and Finance-Administration Department.

(Human Resources Generalist II) – Essential Duties and Responsibilities:

All the requirements of a Human Resources Generalist I position, plus:

• Administer employee recruitment program to include working with managers on job descriptions and recruitment strategies; planning and analyzing the job market; conducting proactive outreach to diverse groups and populations about the agency’s job and career opportunities.
• Coordinate the agency’s Drug and Alcohol Testing Program for safety sensitive employees which includes arranging for pre-employment drug-testing; maintaining up to date lists of active safety-sensitive employees, working with third party provider to produce random testing and forwarding test orders to appropriate managers.
• Assist the Human Resources Manager and other managers with the development, preparation and in-house (or contracted) delivery of agency trainings and professional development programs including annual refresher training; leadership and supervisor training; Diversity-Equity-Inclusion (DEI) training, and subject matter trainings as needed.
• Coordinate with Safety-Training Manager and Human Resources Manager to organize and maintain updated job hazard and risk mitigation evaluations for all positions.
• Assist the Human Resources Manager with development and administration of personnel policies and procedures to ensure compliance with all applicable Federal, State and local laws, ordinances and regulations.
• Cross-train and serve as back-up for payroll processing.
• Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
• Support department directors and Executive Director with personnel administrative needs.
• Perform related duties as necessary.

Minimum Requirements (Human Resources Generalist I)

• At least two years of human resource administration or similarly complex administrative experience.
• Equivalent to an Associate’s Degree in Human Resources, Business/Public Administration, or related field required.
• Working knowledge of employment laws, human resources processes, procedures, and documentation. Knowledge of commonly-used concepts, practices, and procedures within the human resource field.

Minimum Requirements (Human Resources Generalist II)

Internal candidates may be promoted from level I to level II once they achieve the minimum requirements for the level II position. External candidates may be hired at level II if they meet the minimum requirements.

• At least five years of human resource administration or similarly complex administrative experience.
• Equivalent to a Bachelor’s degree in Human Resources, Business/Public Administration, or related field required. Years of relevant experience, and relevant certifications or formal training, may substitute for the education requirement.
• Thorough knowledge of employment laws, human resources processes, procedures, and documentation. Knowledge of commonly-used concepts, practices, and procedures within the human resource field.

Pay: $55,105.00 – $82,362.00 per year
