Job Description:

The Biometrics Collection Capability (BC2) Task Order (TO) identifies the services required for the Biometrics Automated Toolset-Army (BAT-A) and Near Real Time Identity Operations (NRTIO). The BAT-A has been supporting contingency operations for twenty (20) years. NRTIO has been supporting contingency operations for six (6) years.

The BC2 TO provides sustainment and fielding support services for BAT-A, NRTIO, Facial Recognition Binocular System (FRBS), and Voice Identity Biometric Exploitation Services (VIBES).
The systems collect, match, and compare fingerprints, iris images, and facial photos to establish identity superiority and maintain identity dominance in all areas of military operations. The systems positively identify individuals and link individuals to events and activities that pose a threat to peace and security, and in addition, share biometric data with approved Department of Defense (DOD), interagency, and multi-national partners.
BAT-A is a biometric system comprised of both hardware and software that is capable of capturing, storing, matching, and disseminating biometric and biographical data on non-U.S. personnel. BAT-A integrates Commercial Off-The-Shelf (COTS) biometrics subsystems and hardware components (fingerprint, iris, and facial capture) with special purpose Government Off-The-Shelf (GOTS) software for capabilities such as digital dossier creation, biometric searching of the database for matches to Known and Suspected Terrorists (KST), and supporting detainee management.

In addition, BAT-A contains peer-to-peer network software
that provides the capability of synchronizing databases throughout a network of BAT-A systems.
BAT-A is designed with a client-server architecture, enrolling personnel at a client station (either BAT-A Kit or BAT-A Handheld (BAT-A HH)) and storing the biometric-related data onto servers networked over secure TCP/IP. The BAT-A Client and Server can be installed on a single machine for a stand-alone configuration, or on separate machines allowing Biometric data to be collected in several field workstations and stored on BAT-A Servers. Biometric data captured during enrollment can be used later for identification and authentication purposes.
You will be providing DBA support at the National Ground Intelligence Center (NGIC) in Charlottesville, Virginia.

Basic Responsibilities:

Provides functional and empirical analysis related to the design, development, and implementation of software systems, including, but not limited to application software, utility software, development software, and diagnostic software.

• Providing detailed technical support for software development programs with minimal management supervision.
• Translating operational requirements into detailed software/system requirements.
• Integrating COTS products into software/system architectures.
• Rapidly understand the use of tools and technologies and integrate them into existing products and processes.
• May participate in the development of test strategies, devices, and systems.

BC2 Specific Responsibilities:

• Database Administration (DBA) support for all BAT-A systems in use.
• Support to include database maintenance, tracking and monitoring of data flow, establishment and coordination of the replication schema, server software upgrades.
• Perform daily tasks to include monitoring the replication schema, monitoring and optimizing network performance, providing network metrics, developing, and implementing database monitoring tools, and serving as the resident database expert for BAT-A users.

Requirements:

• The position requires a Top Secret clearance.
• Bachelor’s Degree and 8 years’ experience.
• Must have detailed knowledge of modern software development processes, to include object-oriented development and use of tools, and how to apply them to software application program development.
• Must have knowledge of distributed systems, and issues regarding database replication and distribution for distributed systems.
• Must be capable of providing technical direction to design and development teams, and monitoring progress and productivity through the use of metrics.
• Additionally, must have a general understanding of communications protocols, and be able to quickly understand the Army Technical Architecture guidelines.
