Matchtech Looking for Senior Engineer- Parking Management at City of London, London Full Time

KEY ACCOUNTABILITIES Corporate

1. To manage the delivery of parking management schemes from inception to completion as approved by the relevant bodies of the Council.
2. To assist the Traffic & Transport section in delivering on its targets under the Local Implementation Plan or subsequent strategies.
3. To work as part of multi-disciplinary project teams to break down departmental barriers and ensure the delivery of transformational projects.
4. To promote a philosophy of putting service user needs first at every opportunity and to put in place arrangements that work to action this.
5. To work with key stakeholders in improving service quality and promoting creative and innovative ways of tackling local problems, ensuring services are developed which meet the needs of our community and are accessible to all users.

KNOWLEDGE AND EXPERIENCE:

1. Substantial experience in work’s programming and managing multiple contractors
2. Knowledge and understanding of relevant legislation/statutory powers (notably Road Traffic Regulation Act 1984 and The Traffic Signs Regulation and General Directions guidance) and duties, and codes of practice which affect the work of the section and adapt to changes.
3. Knowledge of Health and Safety procedures relating to service area including Construction (Design and Management) Regulations 2015.
4. Experience in successfully dealing with multiple stakeholders and complex project environments.
5. Experience in developing reports/briefings for senior decision makers and presenting these reports for consideration at formal council committees or other appropriate meetings with minimal managerial oversight.

SKILLS & ABILITIES:

1. Ability to manage projects up to value of c£500,000 and within a portfolio of projects of up to £1,500,000 successfully with an excellent working understanding of practical risk, financial and performance management techniques.
2. Ability to investigate and design a wide variety of traffic management schemes in accordance with all statutory regulations and best practice guidance.
3. Ability to prepare, or give direction on the preparation of, Temporary Traffic Regulation Orders, in accordance with all legal and statutory requirements, primarily without supervision.
4. Excellent written communications skills; an ability to summarise complex proposals into non-technical language and draft clear, concise and accurate reports and deliver these reports at formal meetings of the council with minimal supervision
5. Excellent oral communication skills and ability to present information and projects for consideration clearly, concisely and persuasively to a wide range of audiences.
6. Excellent ICT skills, preferably experience of using Microsoft Applications, such as Outlook, Excel, Access and Word. ParkMap, CAD and GIS skills are desirable. MS Project is desirable.
7. Ability to travel independently throughout the borough in order to carry out site visits.
8. Ability to effectively manage and motivate staff reporting to the role.

Qualifications:

1. Degree in Civil engineering or comparable experience.
2. Project management qualifications are desirable but not essential.
