The Senior Administrator, ECE Provider Partnerships recommends and employs strategies and program modifications geared towards supporting ECE settings that are designed to address wage and compensation strategies and increases access to subsidized care to help ensure that young children and their families have access to high quality early care and education.

The Senior Administrator ECE Provider Partnerships leads the complex function of administering Provider contracts and funding agreements with community agencies and licensed providers to achieve the goals of expanding access to quality care for children ages 0-5, including enrollment, subsidized and rate confirmation, and wage and compensation grant strategies. This leader will collaborate internally and externally to inform the program design, expansion and successful execution of publicly funded Early Care and Education investment to improve access, wages and financing in ECE settings.

• Prioritizes, organizes, and partners in complex design, planning and strategic implementation for early childhood ECE programming and accountability, including, but not limited to, multi-function system improvements such as wage and compensation strategies for the ECE workforce and subsidy expansion strategically allocated to meet the greatest unmet needs in the county, including lowest income, underserved neighborhoods and populations, with constant monitoring and to achieve the goals of the public funding.

• Directly manages the program performance of a portfolio of high profile, deeply invested, publicly funded contracts with public entities such as cities and school districts

• Manages a team of staff who manage program performance of a portfolio of complex, publicly funded contracts with public partners, non-profits and licensed child providers or other agency contractors, such as a fiscal intermediary,

• Manages high profile complex negotiation and accountability to meet program and funding goals and ordinance mandates with a range solutions per funders, and advisory and government oversight bodies, including the Board of Supervisors and other elected and appointed bodies.

• Provides management leadership and oversight to provider partner requirements and supports to improve access to care and to support provider quality through a mix of enrollment supports and requirements, wage and compensation strategies, and Quality Counts requirements and grants.

• Manages staff who each hold a portfolio of complex multi-function contracts and/or funding agreements with partner requirements for subsidized enrollment and enrollment reporting by subsidy type, enrollment type, and setting as well as wage and compensation requirements, data reporting, and participation in Quality Counts and corresponding payments and financial incentives.

• Authorizes recommended payments for enrollment, wage and compensation, and other funding as determined by program design and as driven by respective approved program plans.

• Builds and executes the processes for onboarding and managing ECE Provider Partnerships to meet program goals and fidelity for the variety of provider types participating in the program, including the preparation and reconciliation of program expenditures, program cost projections, eligibility and authorization for payments, and funding agreement adjustments.

• Leads program recommendations and modification for program improvements for efficiency and effectiveness and improved experiences for children, families and the community both in the ECE program and across functions within First 5.

• Exercises leadership in internal and external stakeholder meetings regarding proposed plan options, costs, and community impact, supporting the transparent vetting of the plan and incorporating feedback from key community voices.

• Works in close alignment with internal and external ECE partners and related stakeholders, including ECE Quality Counts team, Child Care Resource and Referral Agencies, Alternative Payment Agencies, state ECE Title 5 contractors, and others, to communicate successes and challenges,

• Leads team collaboration with ECE Fiscal Operations and CEL to streamline access to families applying for, determining eligibility for, and enrolling in subsidized care, including local subsidies, with ongoing program improvements to integrate data and incorporate technology solutions to improve end user experience.

• Works closely with Agency financial operations including contracts, accounting, and budget to ensure appropriate leveraging, fiscal monitoring, and auditing of ECE resources, including support of the year end close and cost modeling for requisite Alameda County Board of Supervisor, Oakland Measure AA investments, and Alameda County First 5 Commission fiscal plans and annual programmatic budget appropriations.

• In coordination with internal and external stakeholders supports analysis that informs financial modeling, program design, and budget allocations for complex program design in subsidy enrollment, financial supports to providers, and wages and compensation where few other models exist.

• Provides leadership, supervision, and coaching to staff on ECE Provider Partnerships, and collaborates with enrollment system teams to promote integration and achieve complex programmatic goals and outcomes.

• Collaborates with Data team and Facilities Administrator to project shifts in supply and demand of care and subsidies to ensure dynamic planning to effectively meet families needs

• Keeps abreast of and anticipates proposed federal and state budget and policy implications, particularly minimum wage requirements, rate changes and funding changes of early care and education subsidized care eligibility, need, and family fees.

• Interfaces on behalf of and as a representative of F5AC with external community partners, agencies, program participants, the general public, governance bodies, and F5AC staff to provide program information and administrative coordination.

• Collaborates in the creation of the ECE funding evaluation plan to be developed by the F5AC Policy, Planning and Evaluation Team and external evaluation entities

Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Minimum eight years full-time progressively responsible experience in a public or private organization of which a minimum must be 3 years in human/health services, education, or a related sector.

• Bachelors degree with major coursework in public or business administration, social work, sociology, public policy, urban studies, economics, statistical analysis, finance, computer science, accounting or related field may be substituted for four years of the required experience. A Masters degree may be substituted for an additional year of the required experience.

• Demonstrated supervisory experience

Knowledge of:

• Principles of and best practices for management, supervision, training, and team leadership

• Early Care and Education subsidy system in California, including eligibility and need requirements

• Principles of equity, social, racial, and economic justice

• Principles and practices of contract negotiation, development, and management

• Budgetary and contract administration practices

• Principles and practices of planning and project management

• Proficiency in Microsoft Office Suite, Office 365 preferred

Ability to:

• Provide strategic leadership and change management and effectively organize, coordinate, and supervise professional and administrative staff

• Develop complex program design solutions to build system solutions and leveraging existing limited infrastructure and funding.

• Communicate effectively orally and in writing to governing and advisory bodies, staff and contractors, grantees and the community

• Plan complex programs and implement work with an equity-centered approach for empowering community, families and those served through First 5 programs

• Promote teamwork and integration within and across the agency

• Demonstrate ability to work with and administer programs with an equity-centered approach for children, families, and community

• Read, analyze, and interpret common professional publications, legislative or policy documents, financial reports and related agency documents and information

• Plan and project manage work to ensure organizational goals are achieved

• Work with Director to develop a wide variety of short- and long-range plans

• Analyze, develop, and monitor budgets

• Establish and maintain effective working relationships with staff throughout the Agency

• Facilitate groups and manage meetings effectively

• Adapt, with minimal or no advance notice, to changes in agency operations and work assignments or procedures

• Define and creatively address problems or management challenges requiring analysis of multiple variables or situations, collect and analyze information, consider alternatives, and draw valid conclusions

Other:

• Please note that we are currently working remotely but will return to office on a hybrid or full-time basis. The date for in-person work has not been determined.
