Who we are
Biosecurity Plant Division provides a contemporary, responsive, sustainable, intelligence-led and science-based plant biosecurity system that protects Australia’s plant health status. The work of the division supports agricultural productivity, competitiveness and market access for plant and plant products imports and exports. The division pursues new market access for Australian exporters, particularly opportunities arising from finalised free trade agreements. The division conducts plant pest and disease risk analyses, develops and implements risk mitigation measures and works collaboratively to strengthen Australia’s plant pest prevention, preparedness and response capabilities both within Australia and regionally.

Science and Surveillance Group (SSG) is comprised of scientists, operations and support staff responsible for regulatory advice and training, technical input to biosecurity policy, regulation activity in Torres Strait and diverse surveillance and diagnostic services around Australia, including animal and plant health surveillance measures under the Northern Australia Quarantine Strategy.

A Technical Response team has been established to help lead and coordinate these responses within SSG and provide some assistance across the department, and to provide key technical functions to support responses and enable existing SSG to continue their critical business activities such as diagnostics and surveillance. This team will also work closely with staff from other parts of the department, who provide other components of response activity.

The Job
The Data manager (Response) is responsible for ensuring the effective recording of response data and providing prompt and sound reporting as required, including:

• Ensuring that response staff have effective systems for collecting and recording data,
• Ensuring that response data is collected in accordance with nationally agreed data standards and departmental policies,
• Ensuring that response data is stored safely and securely and contributing to Situation Reports,
• Providing suitable reports on surveillance and diagnostic data to members of the Response Management team and other senior managers as required,
• Sourcing and compiling data from enterprise systems for a variety of reports and other communication product, and
• Coordinating and supporting the delivery of data-related training to SSG and other staff who may be involved in responses,
• Providing suitable reports on surveillance and diagnostic data to external stakeholders as required.

Please note that this position will be filled until 30 June 2025 with a possibility of extension.

What we are looking for
Knowledge and experience
The successful applicant will have:

• A solid understanding of data management principles and a capacity to evaluate and improve upon existing data management systems.
• A proven record of delivering results in accordance with project management principles.
• Knowledge of statistical computing tools (not mandatory but advantageous).

Skills and capabilities

The successful applicant will have the following skills and capabilities:

• Strong organisational skills and a proven record of delivering results within strict timeframes.
• Competency in operating a range of standard analytical computing tools.
• Competency in utilising a range of software programs to present data assurance and business activity reports.
• Ability to engage effectively with people at differing levels of competency to deliver training and technical support.
• Capacity to quickly acquire and apply new skills in information technology.
• Ability to effectively communicate (both verbally and in writing) and build and maintain productive relationships with a diverse range of stakeholders.
• Ability to effectively supervise subordinate staff as required.
