Our People Plan

Our People Plan has been developed to support our organisational strategy, identifying the areas we want to strengthen to enable the performance of our organisation not just today, but also developing what we need to be ready for our future needs. The people Plan sets out the key themes and outcomes we want our entire workforce to benefit from. The plan helps us corporately to mitigate issues from an unstable labour market while ensuring a high performing and highly productive workforce. Our strategic workforce planning will enable us to define corporate, functional, professional needs, focusing on “right size, right shape, right place, right skills, and right cost”. We currently have a headcount of around 8,000 employees.

Environmental Impacts

We are being impacted by the external political, economic, and social context as well. Our voluntary turnover rate is increasing, cost of living is having an impact in our people, as many public sector organisations we must balance a really tight budget, we are finding it harder to attract the right talent for certain roles, and we need to accelerate the reskilling and upskilling of parts of our workforce.

Requirements

We now need to bring together our Strategic Workforce Planning outputs, People Plan delivery, Talent development and Resourcing Strategies and design and deliver, at pace, our Talent Development initiatives, as the need to attract, retain, and develop our people becomes even more critical.

For these reasons we are seeking to partner with an individual that will support us for a 6 month period by driving the delivery of the following milestones:

• Bring together our Strategic Workforce Planning, People Plan, Talent Development and Resourcing Strategies and create a clear delivery plan
• Articulation of our Talent Development proposition into a clear business offering that’s connected to our strategic workforce planning approach
• Succession planning and talent identification process (with a clear focus on the benefit for the manager/organisation)
• Talent development toolkit, one for managers to better support them to guide the development of their talent; one for individuals so they can take better ownership of their development
• Development of a skills framework to support both vertical and horizontal career pathways
• Develop Internal mobility programs, linked to career pathways and development plans
• An approach to career development plans ensuring that talent development and entry to work programs/initiatives are integrated.

We are looking for a series of deliverables that take the form of products for our business units to use, as a solution to their functional strategic workforce plans. Those products will follow our organisational framework and principles, but can then be contextualised for our different functions, ensuring they can really address any specific functional requirements These products should deliver understandable mechanisms to enable senior leaders, line managers and employees to take ownership of their talent development agenda.

Our delivery partner will have the following to underpin and guide the design and delivery of these products:

• People Plan – high level strategy and delivery plan for the next 4 years
• Strategic Workforce Plans – identifying strategic, functional workforce needs
• The current talent management framework – approach, framework, and standards to establish how we manager our talent at ECC which needs to be reviewed.
• Resourcing strategy – identifying our priorities to strengthen our attraction and selection of talent, including the further development of our EVP
• Employee engagement survey results 2022 – to understand priorities and expectations from our workforce

The design and implementation of these talent development initiatives (or products) will need to be done in a highly collaborative manner, ensuring stakeholders are involved, engaged, and committed throughout the whole process. Those stakeholders will be within the People & Transformation function, as well as within the functions across the organisation, and on some occasions, within partners across the Essex system.

As mentioned above, we need to accelerate the delivery of these talent development products. For this reason, we are looking for a partner that can work with us at pace.
