CONTEXT OF THE JOB:

Within University Finance, Procurement Services is responsible for
the purchasing of and payment for all the University’s goods and
services needed to execute its mission. In addition to traditional
purchasing activities, Procurement Services is responsible for
processing and execution all non-payroll disbursements. Procurement
Services also manages the University’s procurement card program.
Annual expenditures processed and executed by Procurement Services
total approximately $750 million. Major functional units within
Procurement include Purchasing, Accounts Payable (AP) and Supplier
Data.

The Accounts Payable Analyst demonstrates initiative and extensive
use of professional judgment. Under the general direction of the
Manager, Accounts Payable, the Accounts Payable Analyst contributes
to the processing of the daily pay cycle, wire transfers, invoice
exception handling, and reconciliations to the general
ledger.

MAJOR RESPONSIBILITIES:

• Responsible for collaboration and coordination of daily and
  monthly cash disbursements. Includes all trouble shooting, match
  exceptions and collaboration with purchasing and financial systems
  regarding the final processing and direct oversight of University’s
  pay cycle.
• Responsible for all Accounts Payable sub-system accounting
  reconciliations from bank account to the general ledger and
  collaboration and coordination with controller’s office, cash
  operations, facilities, and purchasing card program. This includes
  PDH payment and associated liability accounts as well as all
  related sub-accounts for purchasing card program and treasury
  related outbound disbursements.
• Collaborate on Accounts Payable escheatment process and
  coordinate with Controller’s Office and Cash Operations on
  necessary reporting, and workflow management.
• Reconcile sub-systems to general ledger on purpose code changes
  as they relate to outbound disbursements and related departmental
  changes including all necessary data scrub and verification of
  historical data integrity as well as responsible for testing and
  validation of all related queries.
• Participate in cash balance verification, payment process
  validation, check printing and distribution of daily disbursements.
  This includes ACH, credit cards, paper checks, and foreign &
  domestic wire transfers) for the University. Includes management
  and troubleshooting of all associated queries.
• Perform account analysis and fee analysis as it relates to PDH,
  ACH, and Credit Card transactions and provide ongoing feedback
  regarding contract compliance. Work with Treasury on fee and other
  related bank account issues.
• Responsible for supporting, at the direction of the Accounts
  Payable Manager, the preparation, processing, and distribution of
  annual 1099 forms to all vendors, and other tax documentation, as
  required by law. This may include coordination with UD Tax
  compliance, verification and collaboration with departmental
  business officers, management and troubleshooting of associated
  queries.
• Create and update desktop procedures related to A/P payment
  cycles and provide direction to A/P Analysts and Associates on best
  practices and process improvements for all outbound disbursement
  processes.
• Analyze, develop and support the daily operations of system
  applications of the Procurement Services organization, ensuring
  uptime and compliance.
• Record wire transactions to the General Ledger and verifies
  reconciliation of Treasury related activities back to
  sub-ledger.
• Process invoices and non-purchase order transactions as
  assigned by the Accounts Payable Manager
• Educate departmental users on upgrades and revisions to A/P
  financial subsystems when necessary.
• Run test scripts for multiple applications to ensure accuracy
  of all financial information which is utilized for monthly
  reporting purposes.
• Analyze and test a variety of potential applications for
  usability to achieve departmental goals in both purchasing and
  accounts payable.
• Department liaison between General Accounting, Internal Audit,
  Tax and all financial departments to coordinate administrative
  needs including reporting, queries, and cross functional team
  membership related to banking and disbursements.
• Run queries, general reports, analyze data, and recommend
  corrective action if necessary to ensure smooth workflow accounts
  payable processes and reporting.
• Establish and maintain appropriate working relationships with
  colleagues and clients.
• Develop and participate in internal and external training
  programs to implement efficiencies in assigned tasks.
• Conduct quarterly testing of all AP process regarding business
  continuity and disaster recovery.
• Monitor quality and suggest recommendations for process
  improvement for all assigned tasks.
• Perform miscellaneous job-related duties as assigned by the A/P
  Manager, may have to attend meeting in managers absence
• Assist with Policy Compliance and training of department staff
  as required.

QUALIFICATIONS:

• Bachelor’s degree (preferred)
• Five years related experience
• Ability to gather data, analyze, evaluate, and suggest path
  forward for a continuous improvement plan to achieve administrative
  guidelines and goals.
• Highly organized, ability to shift priorities, and adjust to
  changing work environment and deadlines.
• Ability to establish cooperative working relationships with
  others, IT department, in working with UD web form’s front-end
  applications.
• Strong customer service and communications skills.
• Ability to meet deadlines in a productive manner.
• Effective analytical and technical skills.
• Follows university policies and procedures.
• Basic understanding of treasury, banking, accounts payable
  affairs.
• Background in data collections and spreadsheet and chart
  compilation through proficiency in Excel, PowerPoint and Word.
• Ability to plan, gather and analyze statistical data and
  generate ad-hoc reports that are meaningful and resourceful.
• Ability to promote a team approach to task coordination.
• Demonstrated and proven trainer skills in working with teams,
  cross functional groups and functional users of multiple systems
  and applications.
• Ability to provide technical leadership to end users,
  troubleshoot, identifying the source of issues and implementing
  changes necessary to achieve objectives.
• Ability to encourage, mentor and lead staff to ensure a better
  work environment.
