The opportunity

The primary purpose of this role is to oversee, coordinate and manage the provision of cost performance analysis through effective and compliant cost attribution, cost control and reporting covering areas including budgeting, forecasting, accruals, cash flow monitoring, as well as managing payments processing and cost recovery.

Key responsibilities:

• Provide expert cost management and control services across complex projects / programs of work with multiple stakeholder interests and interdependencies, raising standards and driving improvements in cost management, process administration, in adherence with cost and financial standards, cost control procedures and delegations, in tracking variations, and in risk and opportunities management
• Develop and seek endorsement for a realistic and sustainable project specific cost control plan and drive implementation of the cost control plan within project / program / branch for improvement in service quality and sponsor satisfaction.
• Develop and drive agreement and compliance with business rules pertaining to project management costs at a project / program level, ensuring alignment of budget, commitment and cost, adhering to business rules in relation to cost data validation
• Provide expert cost management and controls advice in relation to contractor engagement, contract management including the management of variations and claims, contractor certificates of currency, and invoice disputes on a regular /ad hoc basis
• Develop and implement realistic and sustainable plans for delivery of cost control within project / program teams and for improvement in service quality and sponsor satisfaction
• Identify and resolve current and emerging issues to improve the quality and efficacy of cost control as a value-added function to project / program delivery teams
• Drive identification and management of cost risk and opportunities in accordance with IP’s standards and procedures.
• Achieve and maintain high professional standards and timely turnaround / resolution of problem areas while complying with specified cost management and control standards in a complex regulatory environment
• Lead and coordinate Project Cost Controllers and Cost Assistants to ensure that financial & cost management and control policies and procedures and internal controls are effectively implemented, and a robust financial cost control environment is in place consistent with project and program standards, and liaison with project’s commercial and planning teams to achieve rigour in cost control. within Branch standards and other programs
• Liaise and manage project’s cost management and control interface with Client Divisions and Corporate Services Finance teams.
• Developing and maintaining strong working relationships with deployed specialist resources, project and branch management teams, and the wider TfNSW community to enhance technical knowledge
• Building effective relationships to understand customer needs and requirements to deliver customer focussed outcomes

About you

• Extensive knowledge and demonstrated experience in cost management and related business process
• Ability to accurately respond to evolving contexts and to understand the complexities of the public operating context and able to negotiate transactions, relationships and make recommendations.
• Ability to influence, coach and communicate risk cost management concepts and principles to people with limited knowledge in these areas.
• Tertiary qualifications in Quantity Surveying, Finance or a related discipline and eligible for, or progressing towards, membership of a recognised professional body

Salary and benefits

The salary for this position is Grade 9 between ( $138,670 – $155,309 ) per annum plus superannuation and leave loading.
