Support the Finance Manager by handling deposits, consumer financing, monitor the accounts receivables, make sure the contracts are in compliance and uploaded into our CRM system. Third-Party Lending Oversight Manager will conduct ongoing monitoring and independent testing of Optum Bank’s third-party lending partners compliance processes for numerous consumer protection regulations. This person will generate appropriate workpapers and reporting for Bank Management and the Board of Directors to ensure sufficient regulatory oversight. They will also provide key compliance support on business-wide enhancement initiatives and help support Optum Bank’s compliance program.

Primary Responsibilities:

• Oversee the partner Compliance Management System(s) to ensure compliance with relevant consumer protection regulations, regulatory best practices, and consistency with applicable Bank policies and procedures
• Conduct and document appropriate due diligence of new third-party lending partners to identify and document compliance and regulatory risk and identify and implement appropriate mitigation strategies and controls
• Perform and document relevant risk assessments to determine current risk levels and develop and execute an appropriate risk-based oversight, monitoring, and testing regime to ensure partner business processes and practices meet regulatory and Bank expectations
• Compliance vendor management and ongoing oversight of lending partners, including review and challenge of compliance-related vendor deliverables; monitoring and testing of compliance adherence (review of partner testing reports and independent Bank testing of partner), including development and documentation of appropriate policies and procedures; participation in relevant partner and Bank oversight committees and governance processes; and development and execution of appropriate offsite and onsite monitoring and testing to ensure regulatory adherence and appropriate oversight of the partner CMS, including integration with the Bank’s CMS reporting
• Review and approve marketing material and all customer facing correspondence, forms, websites, etc.
• Oversee compliance training completion and oversight for appropriate Bank and Partner employees; Validate compliance training program is comprehensive and appropriate for applicable laws and regulations
• Assisting in revising applicable lending and compliance policies and procedures to reflect current regulatory requirements and the Bank’s expectations
• Review, analyze, and report to management regarding complaints, disputes, fraud, and other applicable metrics to detect, investigate, and mitigate potential compliance concerns
• Timely investigation and response to customer disputes and complaints
• Preparation and presentation of applicable oversight and reporting metrics and testing results for the Compliance Committee, Board
• Keep abreast of regulatory environment and industry trends, regulatory changes, regulatory and examination priorities and other relevant statutes and guidance
• Have and apply knowledge of relevant Federal consumer protection regulations and how those regulations apply to bank products and programs, including: UDAAP, ECOA/Fair Lending, TILA, FCRA/FACTA, Privacy (GLBA / RFPA), SCRA, MLA, ESIGN, FDCPA, TCPA, CAN-SPAM and other applicable lending and deposit regulations

Required Qualifications:

• Bachelor’s degree in Business Administration, Finance, or related field
• 2+ years working in a bank or other financial institution with duties focused on compliance or audit of consumer protection regulations and compliance risk management
• Knowledge of relevant Federal consumer protection regulations and how those regulations apply to bank products and programs, including: UDAAP, ECOA/Fair Lending, TILA, FCRA/FACTA, Privacy (GLBA / RFPA), SCRA, MLA, ESIGN, FDCPA, TCPA, CAN-SPAM, and other applicable lending and deposit regulations
• Experience using third party finance solutions.

Pay: $17.00 – $29.76 per hour
